ADVANCE CONTRACT AWARD NOTICE (ACAN)
1. Title: Early Detection Surveillance for Asian carps in Duffin’s Creek, Frenchman’s Bay, Humber River, Rouge River, and the Toronto Islands 2019-2022.
2. Advance Contract Award Notice (ACAN)
The purpose of this Advance Contract Award Notice (ACAN) is to signal the government’s intention to award a contract for these services to the Toronto and Region Conservation Authority, 101 Exchange Ave, Concord, ON L4K 5R6. Before awarding a contract, however, the government would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the ACAN posting period.
If other potential suppliers submit a statement of capabilities during this ACAN posting period that meets the requirements set out in the ACAN, the government will proceed to a full tendering process on either GETS or through traditional means, in order to award the contract.
If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the pre-selected supplier.
3. Requirement
3.1 Background
The Asian Carp (AC) Early Detection Surveillance program conducts fisheries sampling in order to target Asian carps in tributaries and habitats meeting their preferences. The Asian Carp program conducts both targeted Asian Carp sampling, as well as fish community assessments. The program collects information about the sampling effort, fishes captured, and the habitat characteristics at the sampling location. GPS coordinates and habitat data, including water and air temperature (°C), dissolved oxygen (mg/L), conductivity (µS/cm), pH, turbidity (NTU), wind speed (km/h), water depth (m), sampling distance from shore, number of coarse woody debris objects, substrate percent composition (Wentworth Scale) and aquatic vegetation type and percent cover, were recorded for each site.
Although Fisheries and Oceans Canada (DFO) is well equipped for early detection surveillance, there are many habitats throughout the Canadian waters of the Great Lakes basin that are suitable for Asian carps. Therefore, adding surveillance efforts by trained and qualified staff will allow DFO to increase efforts in other habitats, increasing the surveillance efforts to detect and remove Asian carps from Canadian waters.
3.2 Objective
Fisheries and Oceans Canada requires a Contractor to conduct yearly early detection surveillance sampling for Asian Carps in Duffins Creek, Frenchman’s Bay, Humber River, Rouge River and Toronto Islands.
