Economic and Environmental Feasibility Study

Western Economic Diversification Canada (WD) requires the research and analysis services of a firm with expertise in engineering, hydrological infrastructure, construction and economics. This firm would undertake a new study of potential solutions to enhance water security and water management in south central and southeastern Saskatchewan, including the Upper Qu’Appelle Water Supply Project (UQWSP) project. The requested work would build upon a 2012 study by Clifton Associates, revisiting all its data and analysis to assess if and to what extent new climatic and/or economic conditions alter its original conclusions. This new study would provide accurate, up-to-date information regarding:

• Opportunities to enhance water security and water management in south central and southeastern Saskatchewan;

• Whether the proposed upland conveyance remains the most effective and feasible option from an engineering, hydrological, economic and social standpoint;

• Updated cost estimates for the most feasible infrastructure option (accounting for real and nominal changes in cost);

• The economic impact (including sensitivity analysis) of the most feasible infrastructure option; and,

• Hydrological impacts of an infrastructure project for all provincial, municipal, and Indigenous partners and industrial and agricultural stakeholders across the South Saskatchewan River Basin.
