    This requirement is open only to those TBIPS Supply Arrangement Holders who qualified under Tier 1 for services in the National Capital Region for the following category

    1. One (1) Stream 5: Project Management Services – P.1 Change Management Consultant – Level 3
    2. Up to two (2) Stream 5: Project Management Services – P.7 Project Coordinator – Level 3
    3. One (1) Stream 1: Application Services – A.11 Tester – Level 3
    4. One (1) Stream 1: Application Services – A.15 Web Graphics Designer – Level 3

    Description of Work:

    DFATD is seeking skilled resources that have experience in change management, project coordination, testing and user experience (UX) design to support the modernization of trade solutions.

    The resources will help (but not be limited to) in:

    Change Management

    • Development of a Change Management Strategy;
    • Analysis of impacts in support of change management;
    • Definition of resourcing and training plans;
    • Creation of presentation on change management for Senior Management;

    Project Coordinator

    • Scheduling team meetings;
    • Capturing minutes for project team;
    • Tracking action items for project stakeholders;

    Tester

    • Definition of test plans;
    • Creation and execution of test procedures;
    • Capture of test results including remediation items for issues uncovered;

    Web Graphic Designer

    • Creation of design ideas and graphic elements
    • Create and implement user stories in alignment with the technical requirements
    • Create designs that meet Treasury Board guidelines for WCAG
    • Test user interfaces with stakeholders to ensure a user experience that is congruent with the intended work flow of the application(s)

    The resources will report to the Trade Modernization Technical Manager. The project team will provide guidance and support, including standards and access to the required tools and environments.

    Throughout the duration of the contract, the resources will work closely with DFATD’s internal resources in a collaborative manner to help achieve the organization’s objectives.

    As part of the work arrangement, resources will need to perform full documentation and knowledge transfer of all activities to DFATD’s employees.

    The work will be structured sequentially based on the priorities of the trade services modernization project, which is currently a departmental priority funded by a Treasury Board Submission.

    Security Requirement: Common PS SRCL #19 applies

    Minimum Corporate Security Required: SECRET

    Minimum Resource Security Required:   SECRET
