    Purpose of this Advance Procurement Notice

    This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested consultants an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.

    Description of the Project

    It is the Department of National Defence/Canadian Armed Forces (DND/CAF) policy to maintain a General Safety Program (GSP) and Environment Program, which ensures that safety and environmental considerations are incorporated into every aspect of departmental operations, training, and support activities. The Consultant will be responsible to deliver training courses on an as needed basis to DND/CAF in the courses falling within either a General Safety training category or Environmental and Hazardous Materials training category.

    Description of the Services

    The following is a list of General Health and Safety courses which may be requested to be delivered by the Consultant:

    • Ergonomics Coaches;
    • Confined Space Entry and Basic Rescue Practical Training and Certification;
    • Advanced Confined Space Entry and Rescue Practical Training and Certification;
    • Fall Arrest and Basic Rescue Training;
    • Qualified Inspector Fall Protection Equipment;
    • Genie Boom Lift Operator;
    • MSA Gas Detection Equipment Calibration;
    • Accident Occurrence Investigation and Reporting;
    • Safety Committee Training (Federal);
    • Job Task Exposure Analysis and Hazard Assessment;
    • Lock Out Tag Out;
    • Asbestos and Lead Procedures Training;
    • Hazardous Occurrence Investigation Techniques.

      The following is a list of Environmental and Hazardous Materials courses which may be requested to be delivered by the Consultant:

    • Unit Environmental Officer;
    • Unit Hazardous Materials Coordination;
    • Training on Non-DND Land;
    • Spill Response;
    • Federal Halocarbon Regulation;
    • Storage Tank Systems for Petroleum and Allied Petroleum Products Regulations; and
    • Predator Awareness;
    • Environmental Awareness Brief; and
    • Introduction to Canadian Environmental Assessment Act 2012.

      Note: there may be additional courses in General Health and Safety and Environmental and Hazardous Materials not listed above.

      The estimated value of this work is in the order of $350,000 for the first year of the contract. It is anticipated that this procurement will be initiated in January 2020. This is conditional on the project receiving approval to proceed by the DND.

      Security Requirements

      Consultants will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

      Sub-consultants will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

    Process

    Consultants that do not meet the stipulated security requirements and that are interested in submitting a proposal for this procurement that fall under this project can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Consultants are asked to submit their request prior to October 22, 2019 quoting the following information:

    • Contract number WRO19SL03; and
    • Level of clearance requested to be sponsored for.
