Canadian Police Knowledge Network (CPKN) - Learning Portal to share training materials
An advanced contract award notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date and time stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
1. Definition of requirement:
The Correctional Service Canada (CSC) has a requirement to share training materials among training professionals and public safety partners, via a common platform. The work will involve the following:
1.1 Objectives:
The Correctional Service Canada (CSC) intends to establish a contract for a common platform to share training materials (in class training, online, documents, videos) among Heads of Corrections (HOC) training professionals and public safety partners.
1.2 Tasks:
The Contractor must provide:
- A learning portal to share existing public safety online training materials;
- The infrastructure and resources to maintain 24/7 access to the system;
- Bandwidth, storage, systems maintenance, and updates as well as support training for up to 25 *community of practice representatives;
- A community of practice sharing environment (for trainers);
- A learning environment for corrections staff (approx. 18,500 employees); and
- Up to 40 hours annually of technical and administrative expertise and maintenance which may include:
- Uploading content (within bandwidth and storage allocations noted above in 1.2.3) for in-class; and e-learning modules (provided in SCORM 1.2 or SCORM 2004 compliant packages);
- Adding members to the Community of Practice;
- Organizing and creating regional folders;
- Planning and scheduling 2 user meetings per year, as required to review implementation and discuss any issues; and
- Providing training on system applications.
*Communities of practice are groups of subject matter experts who share a common interest in a given area of expertise and work together to facilitate knowledge-sharing and collaboration.
1.3 Expected results:
- To provide a community of practice sharing environment for trainers to exchange, discuss and share materials and lessons learned; and
- To provide a learning environment for corrections staff to access training from other jurisdictions as made available for online learning.
1.4 Deliverables:
1.4.1 The Contractor must provide:
- An infrastructure to maintain access to the system, available 24/7;
- All training materials in an electronic format in English and French;
- A periodical Report detailing the status of storage and bandwidth.
Training materials must include the following:
- Nationally security relevant courses;
- Corrections-specific courses (created and shared across the sector);
- Existing courses that are appropriate and relevant for Corrections staff;
- Custom-developed courses to meet specific regional or organizational needs; and
- Training videos, etc.
1.5.2 Paper consumption:
a. Should printed material be required, double sided printing in black and white format is the default unless otherwise specified by the Project Authority.
b. The Contractor must ensure printed material is on paper with a minimum recycled content of 30% and/or certified as originating from a sustainably managed forest.
c. The Contractor must recycle unneeded printed documents (in accordance with Security Requirements).
1.6 Constraints:
1.6.1 Location of work:
a. The Contractor must perform the work at the Contractor’s premises.
b. Travel
i. No travel is anticipated for performance of the work under this contract.
1.6.2 Language of Work:
The contractor must perform all work in English and French.
1.6.3 Security Requirements:
There are no security requirements associated to this contract.
2. Criteria for assessing the statement of capabilities (minimum essential requirements):
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
Experience:
The Contractor must demonstrate a minimum of three (3) years experience within the last five (5) years in providing a learning portal to share existing public safety online training materials.
The learning portal must include:
- An infrastructure to maintain a 24/7 access to the system, available at all times;
- Bandwidth, storage, systems maintenance, and updates as well as support training for up to 25 community of practice representatives;
- A community of practice sharing environment for trainers;
- A learning environment for corrections staff; and
- Up to 40 hours annually of technical and administrative expertise and maintenance which may include:
- Uploading content (within bandwidth and storage allocations noted above in item 2.) for in-class; and e-learning modules (provided in SCORM 1.2 or SCORM 2004 compliant packages);
- Adding members to the community of practice;
- Organizing and creating regional folders;
- Planning and scheduling user meetings as required; and
- Training on system applications.
3. Applicability of the trade agreement (s) to the procurement
This procurement is subject to the following trade agreement (s):
Canadian Free Trade Agreement (CFTA);
North American Free Trade Agreement (NAFTA).
The procedural requirements of the other international trade agreements will be fulfilled following compliance to the procedural requirements of CFTA and NAFTA
4. Set-aside under the Procurement Strategy for Aboriginal Business
This procurement is not subject to any set-asides for Aboriginal Suppliers.
5. Comprehensive Land Claims Agreement (s)
This procurement is not subject to a Comprehensive Land Claims Agreement.
6. Justification for the Pre-Identified Supplier
Canadian Police Knowledge Network (CPKN) is the only identified source of law enforcement training based on Canadian (Federal, Provincial, Territorial) legislation and practices.
Additionally, this contract will respond to one of CSC corporate risks: There is a risk that CSC will lose support of partners delivering critical services and providing resources for offenders. The CPKN portal will allow our partners, including Heads of Corrections (HOC), to have access to a number of corrections-specific trainings. This will improve efficiencies for access to corrections-based training material that is crucial to daily operations rather than duplicating efforts in developing tools and materials on subjects in parallel. The CPKN Network will allow CSC to share its learning content with our federal, provincial and territorial correctional partners creating a robust and fulsome exchange of corrections-based training material that is beneficial to all the engaged organizations.
The pre-identified supplier meets all of the minimum essential requirements described in this ACAN.
7. Government Contracts Regulations Exception(s)
The following exception to the Government Contracts Regulations is invoked for this procurement under subsection:
(d) only one person is capable of performing the contract.
8. Exclusions and/or Limited Tendering Reasons
The following exclusion (s) and/or limited tendering reasons are invoked under the section of the trade agreement (s) specified:
North American Free Trade Agreement (NAFTA) - Article 1016: Limited Tendering Procedures, section 2.
(b) where, for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists.
Canadian Free Trade Agreement (CFTA), Article 513
(b) if the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute goods or services exist for any of the following reasons:
(ii) the protection of patents, copyrights, or other exclusive rights;
(iii) due to an absence of competition for technical reasons.
9. Ownership of Intellectual Property
There are no intellectual property terms in the contract.
10. Period of the proposed contract or the delivery date(s)
The proposed contract is for a period of one (1) year, from date of contract to one (1) year later with an option to extend the contract for seven (7) additional one (1) year periods.
11.Cost estimate of the proposed contract
The estimated value of the contract, including option(s), is $ 105,000.00 (GST/HST extra).

Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN, may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date and time of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
