    Description

    The Specific Claims Branch (SCB) of the Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) requires Expert Advisory and Peer Review Services in relation to land rights & valuation and forestry; in order to provide expertise on proposals, reports, and analyses put forward by experts for First Nation / Indigenous groups, as well as to support the Client’s own research with regard to various aspects of these types of claims.

    The Request for Standing Offers (RFSO) is to establish National Master Standing Offers for the delivery of the requirement detailed in the RFSO, to the Identified Users across Canada and may include areas subject to the following Comprehensive Land Claims Agreements (CLCAs).

    Gwich’in Final Agreement

    Inuvialuit Final Agreement

    Sahtu Dene and Metis Comprehensive Land Claims Agreement

    T’licho Agreement

    Eeyou Marine Region Agreement

    James Bay and Northern Québec Agreement

    Innu Nation Final Agreement

    Northeastern Québec Agreement

    Nunavik Inuit Final Agreement

    Nunavik Inuit Final Agreement

    Nunavut Land Claims Agreement

    Maa-nulth Final Agreement

    Nisga’a Final Agreement

    Tsawwassen First Nation Final Agreement

    Several agreements pursuant to the Yukon Umbrella Final Agreement; these include but are not limited to:

    Carcross/Tagish First Nation Final Agreement;

    Champagne and Aishihik First Nation Final Agreement;

    Kluane First Nation Final Agreement;

    Kwanlin Dun First Nation Final Agreement;

    Little Salmon / Carmacks First Nation Final Agreement;

    First Nation of Nacho Nyak Dun Final Agreement;

    Selkirk First Nation Final Agreement;

    Ta’an Kwach’an Council Final Agreement;

    Teslin Tlingit Council Final Agreement;

    Tr’ondëk Hwëch’in final Agreement; or

    Vuntut Gwitchin First Nation Final Agreement.

    as specified in any resulting Call-up.

    Under RFSO 1000195058 CIRNAC intends to award forty two (42) Standing Offer Agreements

    1. Land studies: valuation and rights;

    Pacific: Up to five (5) English

    Western: Up to five (5) English

    Ontario: Up to five (5) Seeking up to four (4) English and one (1) Bilingual

    Quebec & Nunavut: Up to three (3) Seeking up to two (2) French/ Bilingual and one (1) English

    Atlantic: Up to three (3) Seeking up to two (2) English and one (1) Bilingual

    1. Forestry

    Pacific: Up to five (5) English

    Western: Up to five (5) English

    Ontario: Up to five (5) Seeking up to four (4) English and one (1) Bilingual

    Quebec & Nunavut: Up to three (3) Seeking up to two (2) French/ Bilingual and one (1) English

    Atlantic:Up to three (3) Seeking up to two (2) English and one (1) Bilingual

    The Standing Offer(s) period will be from award to March 31, 2025 inclusive with an additional two (2) one (1) year option periods.

    Security: Pursuant to the Government of Canada Security Policy, the nature of the services to be provided under the Standing Offer Agreement requires a Government of Canada Security Clearance.
