    Description

    The information contained in this notice is a brief description of the requirement and is for information purposes only. Bidders must refer to the complete Request for Proposal (RFP) document for a full description of the requirement and the full bid instructions.

    Background

    The Chief Electoral Officer of Canada (CEOC), an agent of Parliament, exercises general direction and supervision over the conduct of elections and referendums at the federal level. The CEOC heads the Office of the Chief Electoral Officer, commonly known as Elections Canada (EC).

    EC is in the process of transforming its political financing (PF) business operations. Part of this transformative initiative is the modernization of the various PF information technology (IT) systems.

    We are currently in the process of replacing a key PF system and are experiencing challenges in terms of timeline, functionality and cost. We therefore require the services of specialized resources to conduct a review of the approach to the modernization of PF systems and provide technical and business focused recommendations for current and future system modernization initiatives.

     Requirement

    To conduct an iterative review of the overall approach to the modernization of PF systems. The review will include:

    1. An assessment of the PF modernization project for current and future deliverables including revision of business requirements documents, business case, technical assessments of environment, suitability of systems and gap analysis;
    2. A feasibility assessment of Microsoft Customer Relationship Management (CRM) current and future implementation. This deliverable would include the health check of ongoing Electronic Financial Return (EFR) project including review of business requirements, user stories and project management processes as well as a technical and suitability assessment of technology, shared infrastructure and technical implementation of the business requirements;
    3. Options analysis, including benchmark research on IT solution and final recommendations for the PF modernization project; and
    4. A blueprint for modernization project.

    Period of the Contract

    The Contract period will be from the Effective Date of the Contract until June 30, 2020 (the “Initial Term”). The Contractor will grant to Elections Canada irrevocable options to extend the period of the Contract by one additional period of three months under the same terms and conditions.

    It is requested that offers be addressed to the attention of the Contracting Authority and delivered to the Proposal Receiving Unit. Offers must be delivered to the following address, sealed, on or before the bid closing date indicated on the front page of the RFP at 2:00 p.m. (Gatineau, Quebec time).

    Debriefings
