    5P420-20-0042/A Potable Water Treatment Systems – Elk Island National Park

    Requirement:

    Parks Canada Agency requires a contractor to complete the installation, testing and commissioning of potable water treatment systems for the Administration and Astotin Water Distribution Plants located at Elk Island National Park.

    See specifications and drawings for further details on the requirement of this project.

    To assist with bonding and insurance requirements, this project is estimated at a value between $100,001 > $ 250,000, Taxes extra.

    Optional Site Visit:

    There will be an optional site visit on May 21, 2020 at 10:00 AM MDT. Interested bidders are to meet at the Park Operations Compound at Elk Island National Park. The main entrance to the park is located 20 minutes east of Sherwood Park on Highway 16. Enter the park and proceed north on the parkway approximately 9 kms and look for a sign indicating Park Operations to the left, follow this road 3 kms and take a left at the first intersection and enter the compound.

    Please be advised that there will be a limit of two (2) representatives per bidder attending the site visit. Bidders are requested to RSVP to the contracting authority by May 20, 2020 at 10:00 AM MDT. Should there be sufficient interest in site visit attendance, Parks Canada may assign time slots to bidders in an effort to maintain social distancing protocols.

    Due to the current park closure, Parks Canada staff will be present at the locked gate on Highway 16 for access and escort.

    In accordance with provincial health regulations, interested bidders must be symptom free, wear a face mask and disposable gloves and observe social distancing from others on site. Review with the consultant and a question and answer session will be held outside the buildings and only one bidder at a time will be permitted entry for measurements and photos.

    Period of Contract:

    The Contractor shall perform and complete all onsite Work by July 31, 2020

    Enquiries

    Enquiries regarding this bid must be submitted in writing and should be received no later than five (5) business days prior to the date set for solicitation closing to allow sufficient time to provide a response. Enquiries received after that time may result in an answer NOT being provided.

    BIDS RECEIVED BY FAX AND EMAIL WILL BE ACCEPTED AS OFFICIAL.

    BIDS RECEIVED IN-PERSON OR BY COURIER MAY NOT BE ACCEPTED.

    The only acceptable email address for responses to bid solicitations is soumissionsouest-bidswest@canada.ca. Bids submitted by email directly to the Contracting Authority or to any email address other than soumissionsouest-bidswest@canada.ca may not be accepted.

    The maximum email file size that Parks Canada is capable of receiving is 25 megabytes. The Bidder is responsible for any failure attributable to the transmission or receipt of the emailed bid due to file size. Emails with links to bid documents will not be accepted. Bid documents must be sent as email attachments.

    Information:

    National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.

    Bidders that consider themselves qualified to provide this Work and intend to submit bids on this project should obtain documents from the Government Electronic Tendering Service through the Government of Canada tendering service at www.buyandsell.gc.ca/tenders . Addenda, when issued, will be available from the Government of Canada tendering service. Bidders that elect to base their bids on documents obtained from other sources do so at their own risk. Late submissions will not be considered.

    The Crown retains the right to negotiate with suppliers on any procurement.
