The maximum email file size that Parks Canada is capable of receiving is 25 megabytes. The Bidder is responsible for any failure attributable to the transmission or receipt of the emailed bid due to file size.
Emails with links to bid documents will not be accepted. Bid documents must be sent as email attachments.
Technical Criteria
Technical bids will be evaluated against the point rated technical evaluation criteria at Annex E to Part 4 of the Bid Solicitation.
Requirement
The primary goal of this project is to address the need to salvage rare plant species within the disturbance footprint of the Crandell Mountain Campground and propagate/store them until after the campground is reconstructed. The project will involve salvage of plants within the park, transport to an off site storage facility, storage of the plants and transport back to site for planting. Upon transport to site, the plants will be provided to the campground reconstruction contractor who will be responsible to plant them in the ground.
Period of Contract
The period of the Contract is from date of Contract to September 30, 2021 inclusive.
Optional Site Visit
There will be an optional site visit on August 6, 2020 at 11:00 AM MDT. Interested bidders are to meet at the entrance gate to Crandell Mountain Campground which located at km 6.7 on the south side of Red Rock Parkway in Waterton Lakes National Park.
Please be advised that there will be a limit of two (2) representatives per bidder attending the site visit. Bidders are requested to RSVP to the contracting authority by August 5, 2020 at 12:00 PM MDT.
In accordance with provincial health regulations, interested bidders must be symptom free and observe social distancing from others on site. Face masks and gloves are recommended. Review with the consultant and a question and answer session will be held outside.
Bidders are requested to communicate with the Contracting Authority before the optional site visit to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders may be requested to sign an attendance sheet and/or complete a COVID-19 – Self-Assessment Questionnaire.
Bidders who do not attend or do not send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.
Enquiries
All enquiries of a technical and contractual nature are to be submitted to the Contracting Authority.
Enquiries regarding this bid must be submitted in writing and should be received no later than seven (7) calendar days prior to the date set for solicitation closing to allow sufficient time to provide a response. Enquiries received after that time may result in an answer NOT being provided.
Information
National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.
Bidders that consider themselves qualified to provide this Work and intend to submit bids on this project should obtain documents from the Government Electronic Tendering Service through the Government of Canada tendering service at www.buyandsell.gc.ca/tenders . Addenda, when issued, will be available from the Government of Canada tendering service. Bidders that elect to base their bids on documents obtained from other sources do so at their own risk. Late submissions will not be considered.
The Crown retains the right to negotiate with suppliers on any procurement.
Documents may be submitted in either official language of Canada.
