Background
The Chief Electoral Officer of Canada (CEOC), an agent of Parliament, exercises general direction and supervision over the conduct of elections and referendums at the federal level. The CEOC heads the Office of the Chief Electoral Officer, commonly known as Elections Canada.
Elections Canada requires the professional services of a contractor to perform outreach, consultation, data gathering, data validation, analysis and evaluation activities with leaders in the First Nations community, in the lead-up to, during, and after the next federal general election.
Requirement
A contractor with access to key communication channels with First Nations community leaders across Canada is required to:
- Gather information on barriers to electoral participation among First Nations electors;
- Perform analysis; and
- Deliver outreach messaging to on-reserve community leaders, in order to maximize program uptake among on-reserve First Nations electors.
Incumbent
The work is currently being performed by Assembly of First Nations (AFN) under contract (value $975,000.00).
Security
There is no security requirement applicable to this procurement.
Period of the Contract
The Contract period will be from the Effective Date of the Contract until March 31, 2022 (the “Initial Term”).
Submission of Statement of Capabilities
Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
Enquiries
All enquiries and other communication with Elections Canada personnel are to be directed ONLY to the Contracting Authority. The Contracting Authority will be the bidder’s primary contact. Bidders who contact anyone other than the Contracting Authority may be disqualified.
All enquiries must be submitted in writing to proposal@elections.ca no later than the deadline indicated in the ACAN. Enquiries received after that time may not be answered.
