    Description: The Royal Canadian Mounted Police (RCMP) D Division, Real Property and Asset Management, has a requirement for the cleaning, removal, disposal and/or recycling of hazardous waste material at the RCMP Dauphin Detachment Indoor Firearms range located in Dauphin, Manitoba.

    The Request for Proposal (RFP) is distributed to the EW479-162880 Hazardous Waste Disposal Services Supply Arrangement (SA) holders that are qualified for work in Manitoba.

    This requirement is open to the following companies who qualified under the stated stream and region:

    GFL Environmental Inc. (EW479-162880/007/NCS)

    Terivita Corporation (EW479-162880/012/NCS)

    Stericycle, ULC. (EW479-162880/016/NCS)

    The RFP document will be e-mailed directly, from the contracting officer, to the qualified supply arrangement holders who are being invited to bid on this requirement.

    Delivery Date: The proposed contract period will be for Two (2) years from the date of contract, with an irrevocable option to extend it for up to Two (2) additional – One (1) year periods.

    Security: The contractor is required to have all Contractor personnel working on site to be security cleared at the level of Reliability Status for the Removal of Hazardous Waste Materials - Lead Removal and Cleaning Services at the RCMP Dauphin Detachment Indoor Range, as verified by the Personal Security Unit (PSU) of the Royal Canadian Mounted Police (RCMP).

    Evaluation Procedures: Bids will be assessed in accordance with the entire requirement of the bid solicitation including the technical and financial evaluation criteria. An evaluation team composed of representatives of Canada will evaluate the bids.

    Optional Site Visit: It is recommended that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held at 2 Hedderly Street, Dauphin, MB on Wednesday, February 18, 2021. The Site visit will begin at 2:00 pm Central Standard Time (CST). Bidders are requested to meet at the main entrance of the RCMP Dauphin Detachment.

    Bidders are requested to communicate with the Contracting Authority no later than February 12, 2020 at 2:00 p.m. Mountain Daylight Time, to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders may be requested to sign an attendance sheet. Bidders who do not attend or do not send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.

    Basis of selection: A bid must comply with all requirements of the bid solicitation, in order to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.

    Requirements are in accordance with the Statement of Work in Annex A, as detailed in the Request for Proposal – Bid Solicitation document.

    Bid Receiving: Ensure that the Bidder's name, return address, the bid solicitation number, and bid solicitation closing date and time are clearly visible on the envelope or the parcel(s) containing the bid.
