Description of the Requirement:

Department of National Defence - Assistant Deputy Minister Infrastructure and Environment [ADM (IE)] requires 2 senior resources for Human Resources (HR) staffing support. Director General, Portfolio Requirements (DGPR) and the Directorate of Management and Support Services (DIEMSS), on behalf of ADM (IE), require a series of HR tools, processes and coordination to support hiring managers and directors efficiently hire staff.

We would like to advance work in areas where internal capacity cannot meet demand. This includes HR Management, including staffing vacancies across ADM IE, cleaning up the 4,000 positions across IE (position management/classification), and other HR special projects pertaining to organizational design activities and/or responding to corporate HR requests.

Level of Security Requirement:

1. The Contractor/Offeror must, at all times during the performance of the Contract, hold a valid Designated Organization Screening (DOS), with approved Document Safeguarding at the level of PROTECTED B, issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC).

2. The Contractor/Offeror personnel requiring access to PROTECTED information, assets or sensitive site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by the CSP, PWGSC.

3. Processing of PROTECTED materiel electronically at the Contractor/Offeror's site is NOT permitted under this Contract/Standing Offer.

4. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of the CSP, PWGSC.

5. The Contractor/Offeror must comply with the provisions of the:

(a) Security Requirements Check List and security guide (if applicable), attached at Annex C;

(b) Contract Security Manual (Latest Edition).

Applicable Trade Agreements:

The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), Canada Korea Free Trade Agreement, (CKFTA), the Canadian Free Trade Agreement (CFTA), the Canada-European Union Comprehensive Economic and Free Trade Agreement (CETA), the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), the Canada – Chile Free Trade agreement, the Canada – Colombia Free Trade agreement, the Canada – Honduras Free Trade agreement, the Canada – Panama Free Trade agreement, the Canada – Peru Free Trade agreement and the Canada – Ukraine Free Trade agreement.

Proposed period of contract:

The proposed period of contract shall be from date of contract award to March 31, 2022.

Estimated Level of Effort:

The estimated level of effort of the contract will be for 250 days.
