    Description

    This Advance Contract Award Notice (ACAN) is a public notice indicating to the supplier community that Agriculture and Agri-Food Canada intends to award a service contract to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a Statement of Capabilities. If no supplier submits, a Statement of Capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in this ACAN, the Contracting Officer may then proceed with the award to the pre-identified supplier.

    REQUIREMENTS:

    Agriculture and Agri-Food Canada will be contracting services from Seven Oaks Chronic Disease Innovation Centre (CDIC) to conduct a human feeding study research to evaluate the effect of dietary oat consumption in managing healthy blood pressure in humans. The contractor will be required to carry out a randomized, double-blinded, cross over human feeding study (consist of two (2) study periods: one treatment period and one control period) with sixteen (16) participants to evaluate the effect of oat in managing healthy blood pressure in humans. The contract will include human study ethics approval, study protocol, recruitment, feeding, blood pressure analysis, and data analysis.

    CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES :

    Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:

    - have the facilities that can carry out and assess ambulatory blood pressure studies in humans:

    - can conduct the proposed human study virtually while adhering to the provincial health guidelines;

    - ability to recruit eligible participants within the proposed contract period

    -have the technical expertise and experience to carry out short term feeding studies

    SOLE SOURCE JUSTIFICATION:

    Seven Oaks Chronic Disease Innovation Centre is the only research facility in Western Canada that is capable to carry out the outlined work due as follows. (1.)They are the only facility that can carry out and assess ambulatory blood pressure studies in humans, which is the primary outcome of the project.

    (2.) Seven Oaks Chronic Disease Innovation Centre with the support of the University of Manitoba is the only research facility that can conduct the proposed study virtually while adhering to the provincial health guidelines. (3.) Since the proposed study requires a very specific group of participants, it will be an extremely challenging task to recruit eligible participants within the proposed time. In this context, the Wellness Institute is well positioned to assist with the recruitment of participants from their members, as well as, by outreach to the community.

    ACAN NOTICE:

    You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the Contracting Authority.

    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the Contracting Authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the Contracting Authority will proceed to a full tendering process.

    STATEMENT OF CAPABILITIES CLOSING DATE AND TIME:

    The closing date and time for acceptance of Statement of Capabilities is April 22, 2021, at 2:00 pm CST.

    Suppliers who consider themselves fully qualified and available to provide the services described herein, may submit a statement of capabilities by Email to the contact person identified in this Notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

    The Solicitation Number, Name of Contracting Authority and closing date of the ACAN must appear within your Statement of Capabilities.
