    Description

    The Department of National Defence has a requirement for the provision of a membership to an innovation technology hub or incubator in the National Capital Region (NCR), facilitating access to investors and entrepreneurial support and providing innovative solutions to its defence and security challenges. The purpose of this Advance Contract Award Notice (ACAN) is to signal the government's intention to award a contract for these services to Innovation Centre at Bavview Yards, 7 Bayview Station Road, Ottawa, Ontario, K1Y 2C5. Before awarding a contract, however, the government would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the 15 calendar day posting period.

    If other potential suppliers submit a statement of capabilities during the 15 calendar day posting period that meet the requirements set out in the ACAN, the government will proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.

    If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the pre-selected supplier.

    Background

    The Department of National Defence has a requirement to obtain access to an innovation incubator to facilitate access and proximity to innovative companies. The work will involve the following: providing access to the incubator including office space, dedicated meeting rooms and a prototyping lab; meeting with the DND team to develop innovative ideas; providing access to integration-type events and hosting events; and, providing a report outlining key interactions, and recommendations on how to improve collaboration.

    The proposed contract is for a period of 1 year, from 2 June 2021 to 31 May 2022.

    The estimated value of the contract is $200,000.00 (GST extra).

    Minimum Essential Requirements

    Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:

    1. Has 2 years’ experience being a Not-for-Profit innovation technology hub or incubator, free from vested interest in companies working within the incubator; and
    2. The innovation technology hub or incubator facility must:
      1. Be located within the NCR
      2. Provide access to entrepreneurs trying to solve real world problems
      3. Provide access to investors and entrepreneurial support teams to advise on selected projects or technologies
      4. Be a security-monitored space
      5. Have key card access to the building, and secondary key card access to a dedicated area for DND 
        1. Dedicated area for DND must have a co-working space that includes desks, chairs, high-speed Wi-Fi connectivity and internet, and audio-video support equipment (including monitors, keyboards, and projectors)
      6. Have a variety of meeting rooms, capacity ranging from 3 to 25 people
      7. Have a training room equipped with training technology, minimum 15 person capacity
      8. Be capable of holding conferences for a minimum of 100 people, including audio-video technology and support
      9. Provide access to prototyping labs and facilities capable of building small demonstrations

        Justification for the Pre-Selected Supplier

        The Technical Authority has determined that Bayview Yards is the only facility capable of meeting the requirement. Bayview Yards is the only entrepreneurial technology incubator in the National Capital Region (NCR) that offers programs and technologies for the design, manufacturing and testing of new products and innovations.

        Suppliers who consider themselves fully qualified and available to meet the specified requirements may submit a statement of capabilities in writing to the Contracting Authority identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

        The closing date and time for accepting statements of capabilities is May 25, 2021, 2:00 p.m. EDT).
