TBIPS - C.17 EMSEC Security Specialist (Level 2)

This requirement is for the Department of National Defence.

This requirement is open only to those Supply Arrangement Holders under EN578-170432 who qualified under Stream 6 for the following categories:

C.17 - EMSEC Security Specialist

The following SA Holders have been invited to submit a proposal.

3. General Dynamics Land Systems – Canada Corporation
4. Thales Canada Inc.
5. ADGA Group Consultants Inc.
6. IBISKA Telecom Inc.

Should an uninvited SA Holder wish to be invited, it may contact the Contracting Authority to request an invitation at any time prior to five days before the published bid closing date, and an invitation will be made to that SA Holder unless it would not be consistent with the efficient operation of the procurement system. In no circumstance will such an invitation require Canada to extend a bid closing date. Where additional invitations are made during the solicitation process, they may not be reflected in a bid solicitation amendment.

Description of the Requirement:

The Department of National Defence has a requirement for one (1) EMSEC specialist to ensure sustained development and implementation of the naval EMSEC program to preserve the security posture of Canadian naval vessels.

Number of Contracts: One (1) contract to be awarded.

Request for Proposal (RFP) documents will be e-mailed directly, from the DND Point of Contact (DND POC), to the Qualified Supply Arrangement Holders who are being invited to bid on this requirement. BIDDERS ARE ADVISED THAT RFP DOCUMENTS ARE NOT AVAILABLE ON THE GOVERNMENT ELECTRONIC TENDERING SYSTEM (https://buyandsell.gc.ca/tenders).

Location of Work to be performed:

Work to be performed off-site at the Contractor’s facility.

Proposed period of contract:

The proposed initial period of contract shall be from Contract Award Date to 31 March 2024

There is one (1) option period for a duration of two (2) years.

Estimated Level of Effort:

The estimated level of effort of the initial contract period will be for 720 days per resource.
