Description of the Requirement:

The Department of Foreign Affairs, Trade and Development (DFATD) is seeking a Contractor to provide Evaluability Assessment Services for Up to 40 innovation projects under the Fund for Innovation and Transformation, and the Spur Change Program for Knowledge Sharing and Capacity Building Project.

Level of Security Requirement:

There is no security requirement for this request for proposal and resulting contract.

Applicable Trade Agreements:

The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the Canada-Chile Free Trade Agreement (CCFTA), the Canada-Peru Free Trade Agreement (CPFTA), the Canada-Colombia Free Trade Agreement (CColFTA), the Canada-Panama Free Trade Agreement (CPanFTA), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), the Canadian Free Trade Agreement (CFTA), the Canada-Ukraine Free Trade Agreement (CUFTA) and the Canada-Korea Free Trade Agreement (CKFTA).

Proposed period of contract:

Canada is seeking to establish one (1) contract for a period of four (4) to a maximum seven (7) months from contract award.
