Defence Construction Canada – Request for Abbreviated Proposals (RFAP) for Energie Performance Contract, Technical Support, Consultant Services– Standing Offer – Various location in Canada, EPFS2101

Defence Construction Canada (DCC) is calling for abbreviated proposals from consulting firms to establish Standing Offer (SO) to provide “as and when required” professional services specific to Department of National Defence (DND) requirements for the location(s) mentioned above.

Information provided by the Proponents will be evaluated using the established criteria in the RFAP.

The Security Requirements for this project are identified in the RFAP Documents.

The objective of this RFSO is to select two (2) firms, who will sign a Standing Offer (SO) with DCC to provide services on an “as and when required” basis to a maximum estimated value of $900,000.00, for a period of three (3) years from the date of establishment. In order to meet the various linguistic requirements across different locations in Canada, the standing Offer will be established with qualified firms as follows:

• One (1) firm having capability in English; and
• One (1) firm having English and French capability (bilingual).

  The SO may be extended for up to two (2) additional one (1) year periods and increased in the order of $300,000.00 twice at any time.

  Call-ups under the SO are expected to be valued between $40,000 and $85,000; the maximum value of a Call-up is $120,000.

  Firms that consider themselves qualified to provide these services are invited to submit their Abbreviated Proposals through the MERX Electronic Bidding System on or before the closing date and time indicated on the Electronic Bidding System.
