Notice of Proposed Procurement (NPP) For Task Based Informatics Professional Services (TBIPS) Tier-1 Requirement
Please note that the TBIPS NPP MUST be published simultaneously with the issuance of the invitation to suppliers.
This requirement is for Employment and Social Development Canada (ESDC)
This requirement is open only to those TBIPS Supply Arrangement Holders who qualified under Tier 1 (= $0 - $3.75M) for services in the National Capital Region for the following categories:

I.5. Information Management Architect, Level 3, Number of Resources to be included with the bid - 1
I.10. Technical Architect, Level 3, Number of Resources to be included with the bid - 1
B.2. Business Architect, Level 3, Number of Resources to be included with the bid - 1

P.1. Change Management Consultant, Level 3, Number of Resources to be included with the bid - 1

The proposed period of contract shall be from Contract award until 2 years later plus 1 one-year option.
Estimated Level of Effort:
The estimated levels of effort for each resource category may vary throughout the duration of the contract and will be identified in each Task Authorization.
Description of Requirement:
Title: Implementing Enterprise Information Management (EIM) on ESDC M365 Tenant
The COVID-19 pandemic accelerated the Innovation, Information and Technology Branch (IITB) plan to provide cloud-based IT solutions to Employment and Social Development Canada (ESDC) employees working remotely in the delivery of critical social programs to support Canadians. IITB fast-tracked the implementation of Microsoft 365 E5 cloud-based platform (M365) to 28,000 employees to provide virtual collaboration tools such as Teams, SharePoint, and OneDrive. ESDC IITB has decided to move forward with a single platform and leverage M365 as the primary platform to deliver the ESDC IM mandate. IM/IT professionals specializing in the implementation of an Enterprise Information Management (IM) framework, governance, and adoption of Microsoft 365 (M365) are required to help ESDC move forward in this initiative.
