Tendering procedures: The suppliers listed in this notice and qualified under the Professional Audit Support Services Supply Arrangement (PASS SA) have been invited to submit a bid.

Competitive Procurement Strategy: Lowest priced compliant bid

Set-aside under the Procurement Strategy for Aboriginal Business:

This procurement is not subject to any set-asides for Aboriginal Suppliers.

Comprehensive Land Claim Agreement:

This procurement is not subject to a Comprehensive Land Claims Agreement.

Security Requirements: This contract includes security requirements.

Nature of Requirements:

This RFP is only for pre-qualified Suppliers for Work Stream 5 – External Audit against the Professional Audit Support Services (PASS) Supply Arrangement (SA) E60ZQ-180001. The following SA Holders have been invited to submit a proposal:

The following is a summary of the statement of work for this requirement.

The Correctional Service of Canada (CSC) CORCAN has a requirement for a financial audit and opinion on the Statement of Financial Position, Statement of Operations and Net Assets and the Statement of Cash Flows, for the fiscal year(s) subject of the audit. The audit will encompass all elements of CORCAN with the focus on a full attest audit process.

Objective:

To perform an audit of, and express an opinion on, the financial statements of CORCAN for CORCAN’s fiscal year 2021/2022, and for each of the options years (CORCAN fiscal years 2022/2023, 2023/2024, 2024/2025 and 2025/2027) if and when the option is exercised by the Correctional Service of Canada.

Deliverables:

The Contractor must provide and deliver:

a) Audit Status reports;

b) The Audit Status Summary Report;

c) The Auditors’ Report and the audited financial statements; and

d) The management letter.

The Contractor must submit the Auditor’s Report and the audited financial statements in an Adobe PDF file, in both official languages (English and French).

The Contractor must commence the audit process no later than January 1^st of each year and complete it as per the deadline specified each year by the Receiver General of Canada. CORCAN’s fiscal year runs from April 1st to March 31st of the following calendar year.

The Contractor must submit the Management Letter on financial systems, internal controls, operational and compliance issues by the date agreed upon with management

Period of the Contract: The Work is to be performed during the period of date of contract to December 31, 2022 with the option to renew for four (4) additional one-year periods.

After contract award, bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within fifteen (15) working days of receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.
