RFI - Primary Marine Spill Response Services

This is not a bid solicitation. Because this is not a bid solicitation, Canada will not necessarily respond to enquiries in writing or by circulating answers to all potential suppliers. However, respondents with questions regarding this request for information (RFI) may direct their enquiries to the RFI Authority.

The purpose of this RFI is:

1. To inform vendors of the scope of the Depart of Fisheries & Oceans/Canadian Coast Guard's (DFO/CCG) requirement for primary marine spill response services;
2. To seek feedback from the industry on the proposed capability to support the finalization of the intended RFSO. This includes the desire for a better understanding of:
   1. Industry capabilities and constraints (e.g., vehicles, staff, licensing, response times);
   2. Required adjustments/changes to the requirements, if any, that are needed to ensure that services can be rendered in an acceptable manner.
3. To assess potential bidders’ compliance with the technical requirements in the draft Statement of Work; and
4. To understand the level of interest, capacity, and experience of the marketplace in delivering part or all of such a requirement;
5. To inform DFO/CCG’s development of a procurement and implementation strategy for acquiring and implementing such a requirement; and
6. To establish a formal communication channel with the industry that will remain open until a formal RFSO is released.

DFO/CCG may release a Request for Standing Offer (RFSO) for such a requirement (or any subset thereof) depending on several factors, including availability and viability of solutions and funding approvals.
