RFP Scope:
FCC’s Information Technology (IT) team is accountable for enabling and delivering IT Services to FCC’s community and enterprise leaders to enable execution excellence. To effectively meet its business objectives, FCC often augments its internal staff. As part of this RFP, FCC will select a list of Vendors who will reside on our Pre-Qualified (PQ) List for Product Modernization and Data Engineering.
FCC has a suite of products that are either used internally by FCC employees and contractors or externally by customers. FCC intends to modernize these Products using a phased approach. Currently, the majority of the Products and Software are Thin Client-based and FCC intends to make them Web-based. FCC is also moving from a traditional data warehouse model to AWS pipeline data infrastructure.
The objective of the RFP is to establish a list of Vendors that FCC can leverage who are experienced and have a successful history of Product Modernization and Data Engineering. This list will also allow FCC to scale resource capacity with flexibility and agility. FCC expects increased business value, through supporting mutually beneficial relationships with vendors on the PQ List over time.
RFP Notice Details & Considerations:
- This opportunity notice will remain open throughout the balance of 2022, with an expiration date of December 31, 2022.
- Proponents who wish to be considered for inclusion on the PQ List must submit their Expression of Interest (EOI) to FCC before the closing date and time of each quarter (see EOI Deadlines and Anticipated RFP Schedule below for further details). Upon FCC’s receipt of an EOI, the Proponent will be added to the RFP dispersal list for that quarter. In circumstances where a Proponent does not submit their EOI to FCC before the closing date/time of a particular quarter, they will be added to the RFP dispersal list for the next quarter.
- Where a Proponent submits a Proposal under a previous or future instance of this RFP, and has been advised by FCC that they have been selected to the PQ List, such Proponent is not required to re-apply.
- Where a Proponent submits a proposal under a previous or future instance of this RFP, and has been advised by FCC that they have not been selected to the PQ List, such Proponent is eligible to re-apply to FCC in twelve (12) months from the date in which they submitted their Proposal. For clarity, FCC will track and provide notice to the Proponent on when they will be considered eligible to re-apply on future instances of this RFP.
- Proponents should note that this opportunity notice references a non-binding, competitive RFP, not a call for tenders. FCC is not obligated to proceed with the Work described in the RFP Scope, and may cancel the RFP at any time. Additionally, FCC’s procurement process allows for negotiation between FCC and one or more Proponents, prior to awarding a Contract.

Additional details on the specific closing date/time will be as communicated through the respective RFP that is dispersed to Proponents.

Proponent EOI & RFP Dispersal Process:
Proponents do not submit their EOI on buyandsell.ca, nor do they receive any RFP documents by registering for the list of interested suppliers (“LIS”) on buyandsell.ca. Capable Proponents must submit their EOI through FCC’s designated RFP contact, as noted below:
