    Description of the Requirement:

    PrairiesCan is responsible for the “Restoring Rail Service to Churchill Initiative”. OmniTRAX, the previous owners of the Hudson Bay Railway Company (HBRC), Hudson Bay Port Company (HBPC), and the Churchill Marine Tank Farm (CMTF) shut down their grain export business in 2016. The HBRC provided freight and passenger service to Churchill from The Pas, Manitoba from 1997 until May 2017. In May 2017 the rail line to Churchill, Manitoba, was closed due to severe flooding and washout conditions. OmniTRAX did not effect the repairs needed to reopen the line, terminating passenger and freight services relied on by people in northern Manitoba and Nunavut. The federal government through the “Restoring Rail Service to Churchill, Manitoba” initiative supported the cost to repair the rail line and restore services to Churchill.

    An evaluation of the “Restoring Rail Service to Churchill” Initiative was included in WD’s (now PrairiesCan) evaluation plan from 2020-25. This impact evaluation will assess the effectiveness, efficiency and performance of the initiative. The evaluation will provide evidence-based findings and recommendations about the performance of the initiative to PrairiesCan, which will be shared with all stakeholders.

    Proposed period of contract:

    The proposed period of contract shall be from date of award to one year thereafter, inclusive.

    Estimated Level of Effort:

    The estimated level of effort to complete the work described in the contract is 100 days.
