    Description

    INTENT: The National Capital Commission (NCC) is seeking innovative solutions for the replacement of its current Agreement system through a challenged-based solicitation process.

    This procurement process involves six stages, which include the solicitation stage/proposal submission and evaluation, followed by contract award for up to three (3) prototypes, a webinar with selected contractors, prototype testing and evaluation, followed by optional implementation of the solution and licensed software as a service, maintenance and support services (3+2+2 option years), as further described in this solicitation.

    BASIS OF SELECTION FOR THE AWARD OF PROTOTYPE CREATION:

    Up to three bidders who meet all mandatory requirements and have the highest combined ratings of technical merit and price will be awarded a contract for the delivery and testing of the agreement system solution prototype.

    Prototypes will then be evaluated and scored as per the scoring matrix found in Annex E – Prototype Scoring Matrix. If a prototype qualifies, the prototype evaluation score will be weighted with the technical merit score and financial score. The highest-ranking bid/prototype may be selected for advancement via the exercising of Option 1 of the contract.
