    Description

    Notice of Proposed Procurement

    constituting (i) a Notice of Intended Procurement and Summary Notice under CETA and Canada-UK TCA, and (ii) a Tender Notice under the CFTA

    1. Introduction

    CDIC is a federal Crown corporation with headquarters in Ottawa and is responsible for providing insurance against the loss of part or all of deposits and for promoting and otherwise contributing to the stability of the financial system in Canada. These objectives are pursued for the benefit of persons having deposits with CDIC member institutions and in such a manner as will minimize the exposure of CDIC to loss. CDIC is also the resolution authority for CDIC member institutions.

    1.1 Estimated Contract Value

    2.0 Description

    CDIC has a requirement to procure advertising services from one Consultant, as further described in Section 4 (Scope of Services) of the Statement of Work of this RFP, with transition activities to begin immediately after Contract Award, with a Service Commencement Date of no later than April 1, 2023.

    3.0 Procurement Method

    This RFP establishes an Open Tendering process to enter into one non-exclusive Contract.

    It is intended that this procurement will involve negotiations in respect of terms and conditions of the resulting Professional Services Agreement.

    4.0 Term of Resulting Contract

    It is anticipated that the term of any resulting Contract will be for an initial term of three years, renewable for three additional periods of one year each at CDIC’s sole option.

    As this is anticipated to be a recurring Contract, it is CDIC’s intention to issue a notice of intended procurement in respect of a new RFP prior to the expiry of the term of the resulting Contract.

    5.0 Address for Submission of Questions and Proposals/Responses; Question Acceptance Deadline and Closing Date

    The question acceptance deadline and the closing date are set out in the “Dates” section of the RFP. CDIC may extend either or both of such dates.

    6.0 Mandatory Requirements

    There are no Mandatory Requirements applicable to this RFP.

    7.0 Rated Requirements

    The RFP contains details of the rated requirements.

    8.0 Consultant Selection

    All proposals will be examined in accordance with the following process:

    Step 1: Confirmation of Completeness and Compliance to the Requirements of the RFP (Pass/Fail basis)

    Step 2: Evaluation of Rated Requirements (45% weight factor)

    Technical Offers will be evaluated against the Rated Requirements outlined in the RFP. At the end of this Step 2 (Evaluation of Rated Requirements), CDIC will establish a shortlist of bidders that achieve a Technical Score of at least seventy-five (75) points out of the one hundred (100) total points available. Only the bidders meeting this criterion will be eligible to proceed to Step 3 of the evaluation and selection process.

    Step 3: Presentation (35% weight factor)

    Shortlisted bidders will be required to make a presentation which will be assigned a score for each presentation rated requirement as outlined in the RFP to establish a Step 3 “Presentation Score”. This presentation will be scheduled following the Evaluation of Rated Requirements and will take place virtually. Any costs incurred by the bidder for preparation and attendance in respect of the presentation to CDIC shall be at the bidder’s expense and not reimbursed by CDIC. The maximum Presentation Score is one hundred (100) points. Bidders must achieve a minimum Presentation Score of seventy-five (75) points out of one hundred (100) points in order to be given further consideration and proceed to Step 4. 

    Step 4: Evaluation of Financial Offer (20% weight factor)

    Step 5: Ranking of Bidders

    Bidders will be ranked in order of highest Weighted Score. The top-ranked bidder will receive a written invitation to enter into direct contract negotiations to finalize the Professional Services Agreement with CDIC (subject to, and without limitation to, any other provision in this RFP, including but not limited to Section 11 (CDIC’s Reserved Rights)).

    9.0 Trade Agreement

    This procurement is subject to:

    • Chapter Nineteen (Government Procurement) of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA);
    • Chapter Nineteen of the Canada-United Kingdom Trade Continuity Agreement (CANADA-UK TCA); and
    • Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA).

    10.0 Use of CANADA BUYS

    Effective September 19, 2022, CDIC will only use CANADA BUYS as its web-based forum to post solicitations. As such, the attached procurement document previously posted on BUY AND SELL is now available on CANADA BUYS, and all related documents, notices, addendums, and questions and responses thereto will only be posted on CANADA BUYS. 

    CDIC does not authorize, or make any representations or warranties in respect of, any postings relating to its procurements found on any other web-based forum.

    11.0 Language

    Proposals may be submitted in either the English or French language.
