    Description

    SET ASIDE FOR ABORIGINAL BUSINESSES

    The Departments of Indigenous Services Canada (ISC) & Crown Indigenous Relations and Northern Affairs Canada (CIRNAC) have the primary, but not exclusive, responsibility for meeting the federal government’s constitutional, treaty, political, and legal responsibilities to Aboriginal People (First Nations, Inuit, and Métis), and Northerners. Under this mandate, ISC/CIRNAC are responsible for the planning, design, implementation, and assessment of policies and their results and the delivery of a variety of programs and services to Aboriginal (First Nations, Inuit, and Métis) and Northern Peoples and Communities.

    The Enterprise IT Infrastructure Services Directorate (EIIS) of the Information Management Branch (IMB) provides ongoing support of the department’s corporate IT infrastructure including lifecycle management, software support and research and development for the majority of ISC/CIRNAC IM/IT operational areas. Within their area of responsibility is Enterprise License Management, desktop operating systems & automation tools, 3rd party desktop software, MS Teams & Outlook management, and the Enterprise Cloud Services.

    EIIS's mandate is to ensure that ISC/CIRNAC staff are provided with a secure, stable and robust IT infrastructure in the most efficient and cost effective manner possible. As custodians of the platforms upon which ISC/CIRNAC applications run, they endeavour to make certain that any new initiatives that are introduced into the technical environment are fully tested and meet ISC/CIRNAC IT standards.

    OBJECTIVE

    ISC/CIRNAC is seeking a qualified Service Provider (“the Contractor”) to provide development and support services on an as-and-when required basis to support EIIS operational activities and projects, as well as related initiatives. The primary service role will be supporting the desktop environment and directory services, and the adoption cloud services.

    In order to ensure that ISC/CIRNAC has the timely and specialized expertise required to provide services, ISC/CIRNAC EIIS is seeking to establish one (1) competitively awarded Task Authorization (TA) Contract with a qualified firm for the provision of services, as described herein..

    Contractor services are required in the following TBIPS Resource Categories:

    B.2 Business Architect, level 3 – one (1) Resource;

    B.7 Business Transformation Architect level 3 - one (1) Resource;

    I.10 Technical Architect level 2 – one (1) Resource

    P.9 Project Manager, level 3 – one (1) Resource;

    SCOPE OF WORK

    The Contractor shall on an “as and as when” required basis, as outlined in authorized TA Form(s) issued by ISC/CIRNAC, provide Technical Development and Support Services to the satisfaction of the ISC/CIRNAC Project Authority.

    The Contractor’s work will primarily, but not exclusively, be involved in the development and implementation of ISC/CIRNAC’s desktop environment and/or ISC/CIRNAC vendor specific cloud environments.

    As defined in authorized TA Form(s), work may include, but is not necessarily limited to:

    Reviewing and documenting existing information management technical architecture.

    Providing a recommended information management technical architecture for the desktop environment based on the previous system, recommended improvements, and documentation and guidance provided by ISC/CIRNAC.

    Developing a project plan for the development, testing, and implementation of desktop images and/or Cloud based technologies/applications and configurations. The plan may include, but is not necessarily limited to:

    1. A testing and release schedule, including milestones and final release date, in consultation with ISC/CIRNAC.
    2. Change control and quality control processes to be utilized throughout the project.

    Testing the implementation in accordance with the testing plan.

    Providing Distributed Computing and Workplace Technology Device (WTD) hardware and software support.

    Providing maintenance and support services for existing systems.

    Providing knowledge transfer to ISC/CIRNAC personnel.

    Providing project management services with regard to the above or similar project(s).

    Providing other related technical development and support services, as required by ISC/CIRNAC and as indicated in future authorized TA Form(s).
