Description of the Requirement:
1.1 Title
Evaluation of the Women’s Program, 2016-17 to 2021-22.
1.2 Introduction
An evaluation of the Women’s Program is required, per: the Women and Gender Equality Canada (WAGE) Departmental Five-Year Evaluation Plan (2022-23 to 2026-27); the Treasury Board Secretariat Policy on Results and Directive on Results; Financial Administration Act (FAA) requirements for ongoing Grants and Contributions (G&Cs) programs; and, commitments made in Treasury Board submissions (2018, 2019) for the Women’s Program.
1.3 Objectives of the Requirement
The purpose of this summative evaluation is to assess the extent to which the Women’s Program has achieved its intended results, including promoting systemic change and advancing gender equality; to assess the Women’s Program’s performance vis-à-vis evaluation criteria, including relevance, coherence, effectiveness, efficiency, and sustainability; to identify insights, best practices and lessons learned; and to contribute to informed decision-making, support policy and program improvements, and advance continuous improvement at WAGE.
As required under the Treasury Board Policy on Results (2016), the evaluation is expected to provide WAGE’s senior management, central agencies, ministers, parliamentarians and Canadians with a credible and neutral assessment.
This evaluation will focus on the period 2016-17 to 2021-22. The results of the evaluation are to be produced by December 15, 2023.

Proposed period of contract:
The proposed period of contract shall be from March 2023 to December 31, 2023.
