    ADVANCE CONTRACT AWARD NOTICE (ACAN)  

    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier(s). 

    DEFINITION OF THE REQUIREMENT 

    To inform the implementation of a supply chain digitalization roadmap for Canada, Transport Canada seeks to leverage the expertise of the Port of Rotterdam, a world leader in the digitalization of transportation supply chains. Transportation Canada’s expertise needs touch on various aspects of digitalization, including approaches to foster stakeholders participation, building a business case for stakeholders, the development interoperability and data standards, as well as the development of governance and policies. Transport Canada is also looking to visit the Port of Rotterdam to better understand how its collaborative data sharing platform functions, and organize a workshop for Canadian stakeholders where they could learn from global leaders in the area of supply chain digitalization, including from the Port of Rotterdam. 

    The contractor must organize workshops to share the Port of Rotterdam experience and provide advice on 4 aspects of supply chain digitalization (fostering stakeholders participation, building a business case for stakeholders, the development interoperability and data standards, governance and policies) and participate in one workshop with a group of selected Canadian stakeholders identified by Transport Canada.

    OBJECTIVE 

    Access the Port of Rotterdam’s expertise and lessons learned on the digitalization of transportation supply chains.

    TASKS 

    The contractor is to organize 4 workshops of 2 to 3 hours each on the following themes for Transport Canada officials: 

    • Community building and change management 
    • Economics and business case for stakeholders 
    • Interoperability of data and standards, systems 
    • Data governance and policies 

    The contractor will provide workshop briefs to detail the topics / questions and experiences relevant to the workshop, based on discussion questions provided by Transport Canada. During the workshops, the contractor will answer questions and elaborate on their approach and lessons learned. 

    The contractor will also participate in a workshop with Canadian stakeholders in which it will make a demonstration of its data sharing solution and participate in a discussion with the participants. Transport Canada will organize the session and identify the participants. A brief is to be provided in advance. 

    Finally, the contractor will organize a workshop for Transportation Canada officials to integrate the discussions at previous workshops and address knowledge gaps. 

    DELIVERABLES: 

    The contractor must organize the 5 above-mentioned workshops for Transport Canada officials and present a demo and participate in a workshop for Canadian stakeholders. These workshops are to take place at a time and place (online, in Canada or in Rotterdam) determined jointly with Transport Canada, no later than May 31, 2023. In advance of each of the workshops, it must provide a written briefs in an electronic format. 

    CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES (MINIMUM ESSENTIAL REQUIREMENTS) 

    Any interested supplier must demonstrate by way of a statement of capabilities that they meet all the following requirements:

    Experience: 

    The contractor must have concrete experience with the design and implementation of digitalization projects at the Port of Rotterdam. This includes:

    • Experience in the development of a strategy for the development of the Port of Rotterdam’s digital collaboration platform; 
    • Experience in addressing the legal considerations around digital collaboration platforms and data sharing, 
    • Experience in the development of the Port of Rotterdam’s port call optimization solution; 
    • Experience in leveraging supporting data analytics tools (e.g., AI) to support port call optimization; 
    • Experience in the mobilization of participants and change management in the context of the Port of Rotterdam’s digital collaboration platform project.
    • Experience in the digitalization of ports other than the Port of Rotterdam is an asset.

    APPLICABILITY OF THE TRADE AGREEMENT(S) TO THE PROCUREMENT

    TRAVEL 

    The contractor must be able to travel to Canada for the demonstration and the discussion with Canadian stakeholders, if judged appropriate by Transport Canada officials. 

    Access to Port of Rotterdam: The contractor must be in a position to organize a visit of the Port of Rotterdam for Transport Canada officials. 

    LANGUAGE OF DELIVERABLES 

    The contractor must be fluent in at least one of Canada’s official languages (English or French). 

    JUSTIFICATION FOR THE PRE-IDENTIFIED SUPPLIER(S)  

    TC is looking to digitalize its transportation supply chain and, to ensure success of this complex project, it is important that its approach to be informed by global best practices and lessons learned. It is particularly relevant to learn from the extensive experience of the Port of Rotterdam in digitalization, a world leader in the matter. The pre-identified supplier is a company that was created by the Port of Rotterdam with the aim of making their Pronto port optimization digital platform available across the world and, as such, is uniquely positioned to share experience and expertise on many aspects of digitalization at the Port of Rotterdam: the development of a strategy for the advancement of a digital collaborative platform, the design and development of the Port of Rotterdam port optimization platform, legal considerations around the establishment of the digital collaboration platform and data sharing agreements and in advanced data analytics to support port call optimization. It also has experience in mobilizing the various organizations that use the port of Rotterdam and share data on the digital collaboration platform. Over the past years, PortXchange has also assisted numerous organizations around the world in digitalizing their operations. Moreover, the pre-identified supplier is able to organize a visit of the Port of Rotterdam for Transport Canada officials, so they can learn further from the Port of Rotterdam’s approach to digitalization. 

    GOVERNMENT CONTRACTS REGUALATION EXCEPTION(S) 

    The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under section 6 (d) that states “only the following list of individual or firm is capable of performing the contract”. 

    PERIOD OF THE PROPOSED CONTRACT OR DELIVERY DATE  

    This contract is to take place from March to May 2023. All 6 workshops and their associated written briefs must be delivered by May 31, 2023.

    COST ESTIMATE OF THE PROPOSED CONTRACT  

    The total estimated value of the contract is $111,000.00 CAD taxes excluded.

    Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
