    Nature of Requirements:

Notice of Proposed Procurement (NPP) related to a procurement process for a Light Utility Vehicle (LUV) fleet for the Department of National Defence (DND)

    SUBJECT:
Notification of continued Industry Engagement to seek additional input from industry with regard to the Light Utility Vehicle (LUV) requirement.

PURPOSE OF THE CONTINUED INDUSTRY ENGAGEMENT:
The Light Utility Vehicle (LUV) project is continuing the iterative industry engagement process in order to further refine our requirements and develop our procurement strategy and final budget. The purpose of this next round of consultations is to gather further information on industry capabilities, production rates and vehicle sustainment. Therefore, at this time, Canada would like to meet only with vehicle manufacturers. Canada will engage with other industry stakeholders at a later date to gather and share information related to the Light Utility Vehicle (LUV) project.

Subject to government financial restraints, Covid-19 travel restrictions and approvals, Canada intends to attend the following events and meet with vehicle manufacturers:
    - Mercedes Benz Driver Vehicle Experience (expected in 29 Sept - 1 Oct 2021)
    - A USA (expected in 11-13 Oct 2021)
    - Canadian companies in Southern Ontario (expected in Fall 2021)
    - CANSEC (expected in 1-2 June 2022)
    - EUROSATORY (expected in 13-17 June 2022)

Vehicle manufacturers attending any of the events above are invited to contact the contracting authority to coordinate meeting at the event.

Canada will be available to meet with vehicle manufacturers virtually to discuss capability, production rate, and vehicle sustainment, if in-person visits are not feasible. Therefore, vehicle manufacturers are invited to express their interest to meet with Canada virtually (details of virtual meetings will be published subsequently).

Note: Participation is this engagement is OPTIONAL and suppliers who do not participate in this activity are not precluded from submitting a bid during the formal procurement process.

    POTENTIAL REQUIREMENT:
The Canadian Armed Forces (CAF) requires a protected, lightweight multi-role and highly mobile ground vehicle in order to conduct multiple battlefield roles and tasks across the spectrum of conflict. This includes, Combat roles, Command Support roles, Combat Service Support roles, Individual Training and Training support tasks.

The current Light Utility Vehicle Wheeled (LUVW) fleet is comprised of a Standard Military Pattern (SMP) Geländewagen (G-Wagon) and Militarized Commercial Off-The-Shelf (MilCOTS) Silverado truck. This fleet has been in service since 2003, has reached its end-of-useful life and has operational limitations, safety deficiencies, and no longer meets Canada's Strong, Secure, Engaged (SSE) Defence Policy and Canadian Armed Forces (CAF) objectives.

    NATURE OF REQUEST FOR INFORMATION:
This is not a bid solicitation. A contract will not result from this activity. This NPP will not necessarily result in any procurement action.
