    SMP CONSULTATION PROCESS
    
    In order to ensure a successful procurement of the Standard
    Military Pattern (SMP) component of the Medium Support Vehicle
    System (MSVS), Canada wishes to provide Industry with an
    opportunity  to participate in a consultation process as part of
    this re-solicitation. The information received during these
    exchanges will help Public Works and Government Services Canada
    (PWGSC), the Department of National Defence (DND) and Industry
    Canada (IC) to validate the SMP Vehicles procurement approach. 
    
    The consultation process will begin with one-on-one meetings
    with industry.  The main objective of the one-on-one meetings is
    to validate certain aspects of the SMP procurement approach
    outlined in RFP #W8476-06MSMP/J (issued in December 2011) and to
    provide an opportunity for Industry to meet with government
    representatives to discuss their views. Any solutions, ideas or
    issues raised during the one-on-one meetings or during any other
    additional sessions will be analyzed for further consideration
    by Canada. 
    
    The one-on-one meetings will be scheduled to take place between
    January 17 and January 22, 2013 in the National Capital Region
    (locations to be confirmed at registration). 
    
    These one-on-one meetings will only be available to potential
    SMP vehicles original equipment manufacturers (OEM), members of
    a joint venture with a potential SMP vehicle OEM, or a party
    under license from a potential SMP vehicle OEM. Sub-contractors
    wishing to attend must do so by registering via a potential SMP
    vehicle OEM as defined above. Each session will be one hour in
    duration and will be done in person or through teleconference. 
    
    REGISTRATION
    
    Interested parties who wish to participate in the SMP
    consultation process are requested to register by returning the
    attached Registration Form (Annex A) to the PWGSC Contracting
    Authority identified herein along with the enclosed Annex B -
    Rules of Engagement Agreement signed by each company
    representative who wishes to attend. A scanned copy sent by
    e-mail is acceptable. 
    
    Upon receipt of a signed Annex B and in advance of the
    one-on-one meeting, the Contracting Authority will, by e-mail,
    acknowledge the registration, provide the participants with a
    date for the one-on-one meeting and provide the participants
    with a list of specific questions.
    
    
    
    
    
    
    
    Please note that:
    
    1.	Although Industry may register as many representatives as
    required, Canada reserves the right to limit the number of
    representatives that will be allowed to attend at any given time
    due to space limitation.
    		
    2.	Canada will provide participating firms with a list of
    specific questions that Canada wishes to discuss as part of
    these one-on-one meetings. Interested participants will be
    provided the opportunity to proposed discussion topics
    (suggested format will be provided with registration
    confirmation).
    		
    3.	Attendees are responsible for their own transportation,
    accommodation, meals, parking and all other expenses.
    		
    4.	Participation is not a mandatory requirement. Not
    participating in a one-on-one meeting or any other consultation
    will not preclude an interested firm from submitting a proposal.
    
    5.	Media will not be permitted to attend the consultation
    sessions. 
    
    6.	Canada does not intend to post additional information through
    MERX relating to the Consultation process; rather Canada intends
    to communicate with registered participants only up to the
    issuance of the RFP. 
    		
    7.	A Fairness Monitor will be invited to the consultation
    sessions. 
    		
    8.	A copy of RFP W8476-06MSMP/J issued in December 2011
    incorporating all amendments is available upon request.
