IMPORTANT NOTICE TO SUPPLIERS RE. BID SUBMISSION REQUIREMENTS

Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Western Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority. 

Suppliers are required to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level.

Faxed and hard copy (submitted in person or via mail/courier) bids will not be accepted for the subject bid solicitation.

REQUIREMENT:

Regional Individual Standing Offer (RISO) for the rental of ATVs, Gator Style Mules, and UTVs without operators, and ATV/UTV trailers to supplement the DND fleet as required by the Department of National Defence (DND). A total of seven (7) Standing Offers may be issued depending on the delivery locations. Standing Offers will be issued as follows:  

i. Up to 2 Standing Offers may be issued for each of the following locations to a maximum of four (4) Standing Offers. 

• Wainwright, AB
• Edmonton, AB

Call-ups will be issued on a right of first refusal basis if two (2) standing offers are issued for one (1) location. 

i. One (1) Standing Offer may be issued for each of the following locations listed to a maximum of three (3) Standing Offers: 

• Suffield, AB
• Cold Lake, AB
• Calgary, AB


The requirement is subject to a preference for Canadian goods and services. 

This RFSO allows offerors to use the epost Connect service provided by Canada Post Corporation to transmit their offers electronically. Offerors must refer to Part 2 of the RFSO entitled Offeror Instructions and Part 3 of the RFSO entitled Offer Preparation Instructions, for further information on using this method.

EVALUATION AND SELECTION:

An offer must comply with the requirements of the Request for Standing Offer to be declared responsive. The responsive offers with the lowest aggregate total assessed offer price in each of the geographic area identified will be recommended for issuance of a standing offer(s).
