Trade Agreement: NONE Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Comprehensive Land Claim Agreement: No Nature of Requirements: Trade Agreement: NONE Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Best Overall Proposal Comprehensive Land Claim Agreement: No Nature of Requirements: NOTICE OF PROPOSED PROCUREMENT CONTRACTED AIRBORNE TRAINING SERVICES (CATS) Solicitation number: W636A-09-CATS/J OBJECTIVE: The objective of the CATS procurement is to establish a Task Authorization Contract by December 2016 for a duration of ten (10) years from the date of contract award,with one (1) irrevocable option to extend the contract by an additional two (2) year period and one (1) irrevocable option to further extend up to 31 March 2031. SCOPE: The Department of National Defence (DND) has a requirement for the provision of Combat Support (CS) training services to the Canadian Navy, Army and Air Force. This initiative is known as the Contracted Airborne Training Services (CATS) program. Required CS services include target support, electronic warfare and target tow mission. Canada estimates a requirement of 2,500 to 3,500 "on station" hours per year. The majority of services will be provided in the following locations across Canada: Victoria, BC; Cold Lake, AB; Bagotville, QC; and Halifax, NS. Additionally, CS services may occur outside of Canada, including but not limited to Mexico and the United States. NATIONAL SECURITY EXCEPTION (NSE): This requirement falls under a National Security Exception (NSE) and, as a result, is exempt from all trade agreements. CANADIAN CONTENT POLICY: The Canadian Content Policy is not applicable to this procurement. EVALUATION: Bid evaluation will include assessment against various mandatory and rated requirements and criteria (e.g. administrative; management and technical; Industry and Technological Benefits; financial) as well as aircraft inspection at site visit. BASIS OF SELECTION: The best overall proposal will be recommended for award of a contract. Best overall proposal will be determined amongst the responsive proposals on a combination of management and technical merit, Value Proposition Points (VPP) score and price. DEFENCE PRODUCTION ACT: Any resulting Contract will be a Defence Contract within the meaning of the Defence Production Act, R.S.C. 1985, c. D-1,and will be governed accordingly. CONTROLLED GOODS PROGRAM: This procurement is subject to the Controlled Goods Program (CGP). Bidders must be registered, exempt or excluded under the CGP before receiving the complete bid solicitation. Bidders can register with the CGP (http://ssi-iss.tpsgc-pwgsc.gc.ca/dmc-cgd) in order to request the necessary documentation required to bid on the CATS requirement. SECURITY REQUIREMENT: There is a security requirement applicable to this requirement. INDUSTRIAL AND TECHNOLOGICAL BENEFITS: This procurement is subject to an Industry and Technological Benefits strategy (including Value Proposition). INTEGRITY PROVISIONS - ASSOCIATED INFORMATION: Bidders must provide a list of names, or other related information as needed, pursuant to section 01 of Standard Instructions 2003.
