    THE LITTLE BLACK BOOK OF SCAMS
    
    NATURE OF REQUIREMENT
    
    The Competition Bureau of Canada has a requirement for the printing, production to final format, and warehousing of 150,000 of The Little Black Book of Scams.
     
    After the initial delivery, the booklets must be delivered on skids of 90 boxes (with 100 books per box) to the Project Authority in the National Capital Region (Gatineau) on an "as and when" required basis.
    
    The contract will be from the date of contract award until November 30, 2020, inclusive.
    
    The requirement is limited to Canadian goods and/or services.
    
    This bid solicitation allows bidders to use the epost Connect service provided by Canada Post Corporation for bid submission.  Bidders must refer to Part 2 of the bid solicitation entitled Instructions to bidders for further information.
    
    M.1   CORPORATE EXPERIENCE 
    
    M.1.a The Bidder must demonstrate that it has been contractually bound to an external client (outside of the Bidder's own company) to provide printing and production to final format of a minimum quantity of 60,000 copies of a perfect bound publication and delivery to the destination address or addresses specified by the Client. 
    
    M.1.b The printing requirements for the publication must have included four (4) colour process printing on the cover and on some or all of the text pages. 
    
    M.1.c The publication must have included a minimum of 72 text pages + covers (72 page format - 36 double sided text pages) per book. 
    
    M.1.d The printing and production of the minimum quantity of 60,000 copies must have been completed after January 01, 2015.
    
    M.1.1 The Bidder must provide the following information for each contract:
    
    i. the quantity of publications produced; 
    
    ii. a description of the perfect bound publication indicating the number of pages, and the binding requirements;
    
    iii. a description of the printing requirements for the covers and the text pages, indicating the ink colour (i.e. CMYK);
    
    iv. the completion date of the Contract (month/year);
    
    v. the Client information for the Contract
    
    **During the evaluation no corporate experience gained through internal* clients will be accepted or reviewed.
    
    PROPOSALS NOT MEETING ALL OF THE MANDATORY REQUIREMENTS WILL BE CONSIDERED NON RESPONSIVE AND GIVEN NO FURTHER CONSIDERATION.
    
    
    FINANCIAL EVALUATION
    
    The prices requested in the Annex "B" Basis of Payment of this Request for Proposal will be multiplied by the corresponding quantities for evaluation and then added to determine the "Total Evaluated Price" as specified in the Annex "B" Basis of Payment.
    
    BASIS OF SELECTION
    
    A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.
