NATURE OF REQUIREMENT

Canada Border Service Agency (CBSA) requires the printing and production to final format of 42 recruitment banners and 13 backdrops for use at regional recruitment events. 

The Contract will be from date of award until March 31, 2020, with the irrevocable option to extend the period of the Contract by one (1) additional one (1) year option periods under the same terms and conditions. 

All deliverables produced for the initial production run must be received at the destination addresses on or before March 31, 2020.

The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA).

The requirement is limited to Canadian goods and/or services.

This bid solicitation allows bidders to use the epost Connect service provided by Canada Post Corporation to transmit their bid electronically.  Bidders must refer to Part 2 entitled Bidder Instructions, and Part 3 entitled Bid Preparation Instructions, of the bid solicitation, for further information.

M.1       CORPORATE EXPERIENCE AND CAPABILITY - BACKDROP 


M.1.1: The Bidder must demonstrate that it has been contractually bound to provide printing and production to final format for backdrops produced on fabric measure at least 88.5 inches by 113.75 inches and to deliver backdrops to the address specified by the client. The Bidder must provide the start date or the completion date to demonstrate that the contract was started or completed after January 1, 2016.

The Bidder must demonstrate this experience in one (1) contracts. 

For the contract submitted, the Bidder must provide:

M.1.1.a The client’s information (example: client’s organization); 
M.1.1.b A description of the backdrops produced by the Bidder detailing the printing requirements and the material used; 
M.1.1.c A description of the requirements for delivery 

M.1.2: The contract identified for M.1.1 must have been started or completed after January 1, 2016.

M.1.2.a   The Bidder must provide the start date or the completion date of the contract identified for M.1.1 to demonstrate that the contract was started or completed after January 1, 2016;


M.2       CORPORATE EXPERIENCE AND CAPABILITY - BANNERS 

M.2.1: The Bidder must demonstrate that it has been contractually bound to provide printing and production to final format for the banners produced on vinyl measuring at least 85 inches by 33.5 inches and to deliver banners to the address specified by the client. The Bidder must provide the start date or the completion date to demonstrate that the contract was started or completed after January 1, 2016.  

The Bidder must demonstrate this experience in one (1) contract. 

For the contract submitted, the Bidder must provide:

M.2.1.a The client’s information (example: client’s organization); 
M.2.1.b A description of the banners produced by the Bidder detailing the printing requirements and the material used; 
M.2.1.c A description of the requirements for delivery 

M.2.2: The contract identified for M.1.1 must have been started or completed after January 1, 2016.

M.2.2.a   The Bidder must provide the start date or the completion date of the contract identified for M.1.1 to demonstrate that the contracts were started or completed after January 1, 2016;

Financial Evaluation

The price of the bid will be evaluated in Canadian dollars, Applicable Taxes excluded, FOB destination, Canadian customs duties and excise taxes included.

The Financial Evaluation will be based on the total evaluated price of the financial proposal.

To determine the total evaluated price, the all-inclusive prices and rates submitted in the Annex “B”: Basis of Payment will be added together to obtain the total evaluated price as specified in the Annex “B”: Basis of Payment.

Basis of Selection 

A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.

The Crown retains the right to negotiate with suppliers on any procurement.
