    NATURE OF REQUIREMENT:
    
    Audio Visual Production Services
    
    This NPP is published to advise of the ensuing publishing of a Request for Supply Arrangement for Audio Visual Production Services.  
    
    The Request for Supply Arrangement (RFSA) is an opportunity for interested suppliers to submit an arrangement in order to become authorized as a qualified supplier to provide audio visual production services on an “as and when requested basis” to the Government of Canada.
    
    The Communication Advertising Procurement Directorate (CAPD) of Public Services and Procurement Canada (PSPC) solicits and establishes contracts for audio visual production services for all Canadian Government Departments, Agencies, and other entities such as Commissions, as per the specified delegation in the Treasury Board of Canada Communication Policy and Contracting policy. 
    
    In order to provide continued service and to issue contracts in a timely manner, CAPD will be renewing its’ audio visual production services procurement vehicle on or before November 1, 2021,
    
    Audio visual production service requirements that are produced are used on many different platforms, such as and not limited to interactive media,  internet use, social media use, public dissemination, internal use and training. Over the last few years CAPD has experienced an increase in requests from clients for both interactive multimedia and new media, live streaming, artificial reality, and internet social media productions. 
    
    Government Departments, Agencies, and other entities such as Commissions also have a broad scope of video production requirements that require production both for internal and external audiences. Audience consumption, overall usage makeup and intended purposes may include, but are not limited to public information and education, promotional or marketing, web streaming, live streaming, video on demand and interactive media, artificial reality development,  and social media use.  Some examples of the requirements goals and focus for the audio video work is to reach target audiences  and recruiting, documentary, record keeping, success stories, computerized animation, training and pedagogical programs, voice over or translations of original media, musical background, camera shoots or stills, drone filming or remote device shoots, and video modification, editing or adaption.  
    
    These services will be provided to the CAPD  is on behalf of Government of Canada departments, Crown Corporations, and agencies listed under Schedules I, I.1, II, III of the Financial Administration Act, R.S.C., 1985, c. F-11 as well as any identified users such as provincial governments which may be  included in the Supply Arrangement. 
    
    This Supply Arrangement will establish a second stream of qualified Indigenous suppliers to be utilized for solicitations and competitive contract award under the Set-Aside Program for Aboriginal Business. The goods and/or services covered by the Supply Arrangement is limited to Canadian goods and Canadian services as defined in SACC Manual clause A3050T (2020-07-01) Canadian Content Definition.
    
    The period for awarding Supply Arrangements under the Supply Arrangement is three years.
