Global Affairs Canada has a requirement for a Social Media Data Monitoring, Filtering, and Proactive Analysis Platform. The Department requires this tool to cover a wide range of social media data and provide a reliable and agile open-source dashboard and proactive analysis tool for use on a range of media platforms and websites in order to provide timely, accurate reporting and analysis on issues covering Canada’s interests abroad.

The contractor must provide access of up to ten (10) seats to an online digital media monitoring and proactive analysis platform that incorporates real-time and historical key data source(s) from all major social media platforms, as well as provide on-demand training and user support.

The online platform must monitor, filter, and proactively analyze data in relation to activities occurring in the social and open source media space in real-time, based on pre-determined keywords and criteria. It must have the built-in ability to scan feeds in other languages, translate data into either English or French, and proactively analyse this data before notifying the user. 

The platform must provide tools for: 

Network mapping
Temporal mapping
A real-time data feed
Source mapping
Geo mapping 

The requirement is subject to the provisions of the Agreement on Internal Trade (AIT);

The requirement is subject to a preference for Canadian goods and/or services.
