    1. Summary
    
    The purpose of the current project is two-fold:
    
    1. To gather information on Veteran health and well-being and the extent to which programs are effective in meeting recipients’ needs to allow for effective reporting of program and strategic performance; and 
    
    2. To provide valuable information in support of improvements to service delivery and policy development. The results from this survey will also help to establish a new baseline for overall satisfaction with services and program results.
    
    Accordingly, Veterans Affairs Canada will conduct this survey using a survey tool designed to ensure valid measures of well-being, obtain information about program effectiveness and to measure satisfaction.
    
    2. Methodology
    
    The information will be collected by telephone using a client supplied list and will include both landline interviews and cellphone only interviews. The list includes up to 200,000 contacts of Veterans, Canadian Armed Forces Members, Survivors and Royal Canadian Mounted Police receiving benefits/ services from Veterans Affairs Canada.  The list includes the following contact information: landline telephone numbers and cell phone numbers. The survey will take approximately 15 minutes to complete. The supplier will be required to complete a minimum of 1500 telephone interviews including both landline and cellphone only interviews. (The exact number of interviews to be conducted will be dependent upon the final sample size drawn). The research shall be conducted in accordance with The Standards for the Conduct of Government of Canada Telephone Surveys. 
    
    3. Mandatory Criteria
    
    Some of the mandatory requirement are:
    
    The bidder must identify one (1) senior researcher/project manager who is able to communicate with the project authority in English and French. The bidder must provide the curriculum vitae of the proposed senior researcher/project manager.
    
    The bidder must demonstrate the experience of the proposed senior researcher/project manager in the following way. The bidder must submit two (2) quantitative telephone surveys that the senior researcher/project manager has produced and completed* in Canada in the five (5)years preceding the bid closing date.
    
    The bidder must have a Designated Organization Screening with approved documented safeguarding at the Protected B level at the time of bid closing.
