    Scope of Work
    
    The purpose of this Request for Standing Offer for the Immigration and Refugee Board (IRB) of Canada, is to seek the services of firms that provide transcription services of client provided recordings of legal and court proceedings in Montreal and / or Toronto and/ or Vancouver. 
    
    Offerors have the option to provide services in only one or more or all of the three (3) specified cities. For each city, offerors have the option of providing transcription services in English or French or in both languages. 
    
    The period of the standing offer is from January 1, 2018 to March 30, 2019, with four (4) additional one (1) year option periods.
    
    The requirement is subject the Agreement on Internal Trade (AIT).
    
    The requirement is limited to Canadian goods and/or services.
    
    Basis of Selection
    
    Highest Combined Rating of Technical Merit and Price 
    1. To be declared responsive, an offer must: 
    a. comply with all the requirements of the bid solicitation; and
    b. meet all mandatory criteria; and
    c. obtain the required minimum overall 54 points for the technical evaluation criteria, which are subject to points rating on a scale of max. 90 points
    2. Offers not meeting (a) or (b) or (c) will be declared non-responsive. 
    3. To establish the technical merit score, the overall technical score for each responsive offer will be determined as follows: total number of points obtained / maximum number of points available multiplied by the ratio of 60%.
    4. To establish the pricing score, each responsive bid will be prorated against the lowest evaluated price and the ratio of 40%.
    5. For each responsive offer, the technical merit score and the pricing score will be added to determine its combined rating.
    6. All responsive offers will be recommended for award of a Standing and ranked in the order of the highest combined rating of technical merit and price received.
