    TITLE: International Trauma Life Support Training
    
    REQUIREMENT:
    Regional Individual Standing Offer for the provision all labour,
    materials, tools, equipment, transportation and supervision
    necessary to provide International Trauma Life Support Training
    (ITLS) courses which will provide certification for DND 1 Health
    Services Group (1 H Svcs Gp) members in Thunder Bay, Ontario;
    Winnipeg, Manitoba; Shilo, Manitoba; Moose Jaw, Regina,
    Saskatchewan; Saskatoon, Saskatchewan; Edmonton, Alberta; Cold
    Lake, Alberta; Calgary, Alberta; Vancouver, British Columbia;
    Victoria, British Columbia; and Comox, British Columbia on an as
    required basis for the Department of National Defence, Edmonton
    Garrison, Edmonton, Alberta in accordance with the terms and
    conditions contained herein and with the Statement of Work
    attached as Annex "A" for a three (3) year period from date of
    issue.
    
    The requirement is subject to the provisions of the World Trade
    Organization Agreement on Government Procurement (WTO-AGP), the
    North American Free Trade Agreement (NAFTA), and the Agreement
    on Internal Trade (AIT).
    
    
    MANDATORY REQUIREMENTS:
    Mandatory Criteria at Solicitation Closing
    Failure to meet any of the following mandatory requirements at
    solicitation closing will render your submission non-responsive
    and given no further consideration:
    
    a) Offeror must provide a letter from ITLS International
    indicating that the Offeror providing the service will be able
    to conduct ITLS Training for the Canadian Forces within the
    provinces of Ontario, Manitoba, Saskatchewan, Alberta and
    British Columbia.
    
    b) Offeror must provide a copy of Introduction Letter, current
    version of ITLS Textbook, Pre-test with answer sheet and key,
    and course agenda which will be provided to participants. The
    requested training material listed above must be submitted on CD
    with files in PDF, DOC, or WPD format except for the ITLS
    Textbook current version, which must be submitted as a hardcopy.
    It is requested that the files be read-only. It is the
    responsibility of the Offeror to ensure that the correct
    information is included on the CD and that the CD works and that
    the ITLS Textbook submitted is the current version. 
    PWGSC reserves the right to distribute the information contained
    on the CD and the hardcopy ITLS Textbook current version to the
    evaluation team for evaluation purposes.
    
    c) Offeror must provide proof, in the form of a copy of either a
    certificate or ITLS Card, which confirms each instructor offered
    has completed an accredited ITLS Instructor course and is in
    good standing to instruct ITLS for the courses being delivered. 
    
    
    CONTRACTOR SELECTION: 
    The responsive bid with the highest combined rating of technical
    merit and price will be recommended for issuance of a Standing
    Offer Agreement.
    
    PERIOD OF THE STANDING OFFER: 
    It is anticipated that any Standing Offer will be three (3)
    years from Standing Offer Issuance.
    
    
    
    This PWGSC office provides procurement services to the public in
