Advance Contract Award Notice An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2. Definition of Requirement Defence Research and Development Canada (DRDC) - Suffield, Medicine Hat, Alberta has a requirement for a Contractor to improve the parts of Military Blast Effects Expert System (MBEES) software that are currently the weakest, which are the reflected fuel air explosive (FAE) loading model for some particular types of charge-target configurations, the bunker ingress model, and to report on the personnel vulnerability (PV) models considered and why the one used in the software was selected. This software possesses the ability to analyze temporary camps and their protective structures against various threats. The work will involve the following: a. Conduct (Computational Fluid Dynamics) CFD calculations to formulate a transfer function that relates pressure, impulse and/or duration at the bunker entryway to mean and standard deviations of pressures, impulses and/or durations within the bunker, where the influence of the protective end walls and their geometry are considered for the generic and modifiable bunker design within MBEES. Two geometrical configurations will be investigated, each of these consisting of two different spacing's. It is desirable to have all four combinations delivered, subject to priorities assigned by the Technical Authority (TA) and available resources. The contractor will implement the new transfer function for ingress into the MBEES software. b. Review applicable open literature, and use CFD in conjunction with experimental work (for validation) to formulate a model which properly considers the ef-fect of inert (air) layer thicknesses between a fuel-air mixture and a normal rigid reflecting surface on reflected pressure and impulse and/or duration. The updated model, formulated by the contractor after reviewing the numerical calculations, will be implemented into MBEES by the contractor. c. Produce a report outlining a review of existing PV methods in open source literature considered, and rational of selection of current PV method used in MBEES. d. Provide technical support for MBEES addressing potential issues that arise during CF or DRDC installation and use during this contract. Technical support will also include the likelihood of delivering a presentation and 3 days of instruction to a group of up to 8 students, including travel by the contractor to a Canadian or US destination if necessary. 3. Criteria for assessment of the Statement of Capabilities Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements: a) Education: a PhD from a recognized University in the area of shock physics. b) Experience: In the field of combustion, fuel-air explosives, shock waves, blast modeling using Computational Fluid Dynamics, fuel-air explosives, Personnel Vulnerability models and programming experience. c) Experience: In-depth experience developing a models for the MBEES computer program. d) Experience: Expert experience with MBEES software and the ability to provide training and technical support. 4. Applicability of Trade Agreements This procurement is subject to the following trade agreements: Agreement on Internal Trade (AIT) 5. Justification for Pre-Identified Supplier The proposed sole source contract focuses on the investigation linked to previous procurements and strategy to improve the parts of MBEES that are currently the weakest, which are the reflected FAE loading model, the bunker ingress model, and to report on the PV models considered and why the one used in the software was selected. The previous procurements were tendered as an Advance Contract Award Notice (ACAN) with no challenges received as well as one sole source contract awarded to Timescales Scientific Ltd. (W7702-02P133/001/EDM issued 2002-08-12) (W7702-03R976/001/EDM issued 2003-10-17) (W7702-04R041/001/EDM issued 2005-01-31) (W7702-07R142/001/EDM issued 2007-06-12) (W7702-08R213/001/EDM awarded 2009-06-03). Timescales Scientific Ltd. has designed and developed the software, has in depth knowledge of the MBEES theory, the associated models and the code structure which was developed under the previous contracts. These techniques and expertise will be used in the current contract and the information is crucial for correlating features of the subject of matter. The current procurement will seek to build on previous R&D work (W7702-02P133/001/EDM) (W7702-03R976/001/EDM) (W7702-04R041/001/EDM) and (W7702-07R142/001/EDM) to improve, report generation, training and technical support to MBEES software. The previous work under W7702-02P133/001/EDM) (W7702-03R976/001/EDM) (W7702-04R041/001/EDM) (W7702-07R142/001/EDM) and (W7702-08R213/001/EDM) will be the basis for continuing R&D efforts in this new contract as it is a continuation of this work. 6. Government Contracts Regulations Exception The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work". 7. Exclusions and/or Limited Tendering Reasons The following exclusion and/or limited tendering reasons are invoked under the section of the trade agreement specified: Agreement on Internal Trade (AIT) - Limited Tendering under Article 506, #12 a, b and h. 8. Ownership of Intellectual Property Defence Research and Development Canada (DRDC) has determined that any intellectual property arising from this contract will vest in Canada. DRDC is exempted from the Treasury Board "Policy on Title to Intellectual Property Arising Under Crown Procurement Contracts" approved 1 June 2000. 9. The Period of the Proposed Contract The proposed contract is from date of award to March 31, 2014. 10. The Estimated Cost of the Proposed Contract The estimated value of the contract is $110,000.00 (GST extra). 11. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
