The Department of Fisheries and Oceans Canada, requires two (2) portable underwater Remote Operating Vehicles (ROV) for research purposes in fresh and salt water environments in various light and water conditions including periods of total darkness and low turbidity. Water temperatures range from +20° C to -1°C with a current speed less than 1 knot. 

Units must be light and portable to be carried by one person to be transported into remote field camps by a variety of means including by boat, helicopter, small plane and all-terrain vehicles (ATV). 

The requirement is subject to the provisions of the North American Free Trade Agreement (NAFTA), and the Canadian Free Trade Agreement (CFTA).
