    FOR AN AUTOMATED SOFTWARE SOLUTION TO SUPPORT THE PUBLISHING
    PROCESS
    
    THIS IS NOT A BID SOLICITATION.
    
    INTRODUCTION
    
    Defence Research and Development Canada (DRDC) seeks to
    understand the level of capability 	and interest in the industry
    in providing a commercial off-the-shelf software (COTS) Software
    	Solution to support its scientific and technological (S&T)
    publication process.
    
    Defence R&D Canada (DRDC) is an Agency of the Canadian
    Department of National Defence.  DRDC responds to the scientific
    and technological (S&T) needs of the Canadian Forces and of
    domestic safety and security partners.  S&T publications are a
    key DRDC output.  Annual publication volume is about 2500
    documents, including formal scientific reports, briefs and
    letter, external literature papers and reports from contractors
    and partners.
    
    DRDC is redesigning its S&T publication process. Issues with the
    current process include:
    
    -  Different processes in place at the eight centres across the
    Agency. The process must be standardized and centralized across
    all centres.
    
    - Effort is duplicated by different participants in the
    publication process. Process and budget efficiencies must be
    built into the system to streamline effort and eliminate
    duplication.
    
    - Different levels of services and support are available to
    scientists across DRDC. All scientists must have access to equal
    levels of service.
    
    - Tighter control of final products must be built into the
    process to ensure that outputs are fully compliant with rules
    and regulations (security of information, controlled goods, IP,
    etc.).
    
    OBJECTIVES
    
    The purpose of this RFI is to provide clear communication of the
    current service delivery model including the business and
    technical environment in which DRDC publications are delivered.
    This document will provide a comprehensive overview of the end
    state conceptual operating model, and future DRDC publication
    process requirements.
    
    This project will only focus on review of various Software
    Solutions to support the scientific and technological (S&T)
    publication process. The feedback and information received will
    be reviewed as part of the process of considering a Request for
    Proposal (RFP).
    
    Any relevant information or knowledge that is relevant to the
    requirements and questions asked  in the attached documentation
    is welcome.
