This bid solicitation is being issued to satisfy the requirement of Department of National Defence (DND) (the "Client") for Simulation Entity Models (SEM). The bid solicitation is intended to result in the award of a contract for 3 years, plus 3 one-year irrevocable option(s) allowing Canada to extend the term of the contract. The scope of the bid solicitation includes: 1. the delivery of, and the licensing of, a non-exclusive, perpetual Entity License for Simulation Entity Models (hereinafter also reffered to as the Licensed Software, where the context requires) to use the Licensed Software specified in the contract, for an initial requirement of 22 Simulation Entity Models for the simulated entity modelling needs of future DND exercises and training provisions meeting all the requirements as stated in Annex A, Statement of Requirement (SOR), 2. the delivery of the source code associated with the Licensed Software; meeting all the requirements as stated in Annex A, Statement of Requirement (SOR); 3. granting the right to access and modify the source code for the Simulation Entity Models, without restrictions as described in the Contract; 4. the licensed documentation (which includes delivery of the Licensed Software) meeting all the requirements as stated in Annex A, Statement of Requirement (SOR); 5. upon acceptance of the Licensed Software by Canada, a 12 month Warranty. 6. irrevocable options to acquire on an "As-and-When" requested basis, the 950 additional Simulation Entity Models specified in the Contract, all in accordance with the terms of the Contract, at any time during the Contract Period and any extension thereof; 7. the provision of professional services, as detailed in the SOR, to be provided on "As-and-When" requested basis, during the initial Contract Period and any extension thereof. The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-Chile Free Trade Agreement (CCFTA), the Agreement on Internal Trade (AIT), the Canada-Peru Free Trade Agreement (CPFTA), and the Canada-Columbia Free Trade Agreement. There is no security requirement associated with this requirement. Delivery Date: Above-mentioned The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
