    Nature of Requirements: 
    Canada has a requirement for a commercially available fully
    hosted Managed Web Service (MWS), which includes a Content
    Delivery Network, Analytics, and Hosting environments. The
    Government of Canada (GC) is transforming its web presence to
    better serve Canadians by taking advantage of new technology and
    making it easier for the public to search and find information
    online using any device.
    The MWS must meet all the requirements as stated in Annex A -
    Statement of Requirements (SOR). The MWS Solution must also
    include a warranty, and associated documentation. Training and
    professional services must also be provided, on an as and when
    requested basis. The bid solicitation is intended to result in
    the award of a Contract for 1 year, plus 5 one-year irrevocable
    options allowing Canada to extend the term of the Contract. All
    parts of the MWS must be available to the Users 24 hours a day,
    7 days a week, 365 days a year (as described in the Contract),
    and operate at all times in accordance with the SOR in the GC
    operational environment described in the bid solicitation. The
    Canadian English and Canadian French version of the MWS must be
    available at bid closing. There is a security requirement
    associated with this requirement. Due to the urgency of this
    requirement and the length of the process to obtain the
    necessary security clearance, bidders are asked to initiate the
    process to obtain a security clearance as soon as possible. Any
    delay in the award of a Contract to allow the successful bidder
    to obtain the required clearance will be at the entire
    discretion of the Contracting Authority.

    The requirement is subject to the provisions of the World Trade
    Organization Agreement on Government Procurement (WTO-AGP), the
    North American Free Trade Agreement (NAFTA), the Canada-Chile
    Free Trade Agreement (CCFTA), the Canada-Peru Free Trade
    Agreement (CPFTA), the Canada-Colombia Free Trade Agreement
    (CColFTA), the Canada-Panama Free Trade Agreement (CPanFTA) if
    it is in force, and the Agreement on Internal Trade (AIT).
