Trade Agreement: WTO-AGP/NAFTA/Canada FTAs with Peru/Colombia/Panama Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Comprehensive Land Claim Agreement: No Nature of Requirements: The Notice of Proposed Procurement amendment is issued to change closing date to October 20, 2016 at 2:00 P.M. (EDT). THIS DOCUMENT CONTAINS A SECURITY REQUIREMENT Public Works and Government Services Canada (PWGSC), also known as Public Services and Procurement Canada (PSPC), intends to retain an individual consulting firm or joint venture, to provide advocate engineering services as stated in the Request for Proposal (RFP) in regards to the Trichloroethylene (TCE) Plume Management (West) - Valcartier (TCEVC-PMW) Project, located 30 km north of Quebec City, QC. The TCEVC-PMW Project will be put in place througha Public-Private Partnership (PPP) which includes the design, construction and operation for at least 15 years (including restorationon a life cycle basis) and maintenance of a pumping and treatment system (P&T System), in order to intercept the TCE plume that flows in the groundwater under DND property in the direction of the Jacques-Cartier River. Three (3) firms will play an active role in the TCEVC-PMW Project: The Private Partner (PP), the Independent Engineer (IE), and the Advocate Engineer (AE). The services required from the Advocate Engineer (AE) include but are not limited to assisting the Department of National Defence (DND) in fulfilling its procurement and contractual obligations supporting the Public-Private Partnership (P3) contract and the Independent Engineer (IE) contract and providing scientific and technical advice to DND. The proponent shall be an Engineer(s) licensed, or eligible to be licensed, certified or otherwise authorized to provide the necessary professional services to the full extent that may be required by provincial or territorial law in the Province of Quebec. Proponents responding to this RFP are requested to submit a full and complete proposal. The proposal will cover not only the qualifications, experience and organization of the proposed Consultant Team, but also the detailed approach to the work and the price proposal. A combination of the technical and price of services submissions will constitute the proposal. All interested Proponents areinvited to attend an optional site visit on September 15, 2016 at 1:00 pm at Defence and Research Development Canada (DRDC) Valcartier, 2459 Pie-XI Blvd North, Québec City (Québec) G3J 1X5. Interested Proponents must provide name (s) of those attendingto the Contracting Authority NO LATER THAN September 14 at 12:00 pm. There are no security requirement for the site visit. SECURITY REQUIREMENT OF THE REQUEST FOR PROPOSAL At the date of bid closing, the following conditions must be met: (a) theProponent must hold a valid organization security clearance as indicated in Supplementary Conditions SC1; All inquiries must be sent in writing to the Contracting Authority.
