Trade Agreement: Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Best Overall Proposal Comprehensive Land Claim Agreement: No Nature of Requirements: This amendment 009 is raised to make changes to the ToR, to add Appendix L to the ToR and to extend the bid closing date to Thursday June 3, 2021 at 2:00 p.m. EDT. --------------------- This amendment 007 is raised to extend the bid closing date. --------------------- This amendment 003 is raised to extend the bid closing date. --------------------- PROJECT IDENTIFICATION: Title: Construction Management Services for Atlantic Science Enterprise Centre (ASEC) Location: 343 Université Avenue, Moncton, New Brunswick. PROJECT DESCRIPTION: Public Works and Government Services Canada (PWGSC), commonly known as Public Services and Procurement Canada (PSPC), will retain an individual firm, or a joint venture, to provide professional construction management services, the Construction Manager (CM), to modernize laboratory facilities as part of its Laboratories Canada (LC) program of work. The CM’s Contract is the Atlantic Science Enterprise Centre (ASEC) (also known as the Gulf Fisheries Centre (GFC)) a PSPC owned asset in Moncton, NB that will be redeveloped and expanded to provide science accommodations and non-science space for use by four Science Partners. The asset is a federally designated Recognized heritage building and will remain under operation during the phased construction approach. The Base Contract consists of Advisory Services and Enabling Works. Option #1 consists of the remaining Work defined under Annex C - Terms of Reference (TOR). PWGSC will retain a design consultant who will provide Architectural and Engineering Services and prepare design solutions for the Work of this Contract. The Design Team will work collaboratively with the CM, PWGSC’s Departmental Representative (DR), PWGSC’s third party agents, Shared Services Canada (SSC) and Science Partners. The CM is required to provide the comprehensive services described in the TOR on an ongoing basis and respect PWGSC’s high quality standards throughout all aspects of cost and time planning, estimating, scheduling, monitoring and control. Moreover, the CM is required to provide comprehensive design management services to ensure ongoing and timely identification and prioritization of the Design Team’s design package production to optimize overall delivery of Project Work. CONSTRUCTION TIME: (a) Construction Management Services Time: Base Contract: The Contractor must perform the services and achieve Final Completion of the Work within 22 months following contract award. (b) Options: Additional time will be granted based on the construction durations for each option and when they are exercised. Additional time will only be granted if the construction duration for the option to be exercised extends past the construction time already granted under the contract. MANDATORY SECURITY REQUIREMENT At bid closing, the Bidder must, at all times during the performance of the Contract/Standing Offer, hold a valid Designated Organization Screening (DOS), at level of RELIABILITY issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC). Failure to comply with this requirement will render the Bid non- responsive and no further consideration will be given to the Bid.
