EJ196-150921/A FITNESS EQUIPMENT CLEANING, VARIOUS DND LOCATIONS (21), OTTAWA, ONTARIO AND GATINEAU, QUEBEC Security This notice is to advise ALL interested bidders that in order to be awarded a contract which contains a security requirement, all bidders MUST hold a valid Security Clearance granted or approved by PWGSC Canadian Industrial Security Directorate (CISD) at the level indicated in this solicitation document. Should the bidder not currently hold a valid Security Clearance or require the level to be upgraded, PWGSC will sponsor the bidder. SECURITY REQUIREMENT FOR CANADIAN SUPPLIER: 1. The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Designated Organization Screening (DOS), issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC). 2. The Contractor/Offeror personnel requiring access to sensitive work site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by CISD/PWGSC. 3. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC. 4. The Contractor/Offeror must comply with the provisions of the: (a) Security Requirements Check List and security guide (if applicable),; (b) Industrial Security Manual (Latest Edition). Requirement To provide all labour, materials, tools, equipment and transportation required to perform fitness equipment cleaning for the Department of Public Works and Government Services Canada at twenty-one (21) Department of National Defence (DND) locations in Ottawa, Ontario and Gatineau, Quebec. The services must be provided in accordance with Specification No. EJ196-150921, attached at Appendix `B`. Period of the Contract The period of any resulting Contract shall be for a period of one (1) year with four (4) options to extend the contract each for an additional consecutive twelve (12) month period. At the time option year 3 and option year 4 are each exercised the rates in the Basis of Payment will be increased or decreased by multiplying the rates by the percentage change in "The Consumer Price Index", major components, selected sub-groups and special aggregates, provinces, Whitehorse and Yellowknife, not seasonally adjusted" ("CPI" ) for the appropriate province for the 12 month period ending two months before the expiration date of the current period of the contract ("period"). The CPI which shall be used is published in Statistics Canada Catalogue no. 62-001-X, tables 9-1 to 9-12, for the appropriate province all-items CPI of the period as described above. Bidders must communicate with the Contracting Authority no later than February 25, 2015 to confirm attendance and provide the name(s) and dates of birth of the person(s) who will attend. Failure to comply with the security requirements will result in the representative(s) being denied access to the site. It is MANDATORY that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held at 455 Boul. De la Carrière, Gatineau, Quebec on March 3, 2015. The site visit will begin at 9:00 am EST at the main entrance. Bidders must communicate with the Contracting Authority no later than February 25, 2015 to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders will be required to sign an attendance sheet. Bidders should confirm in their bid that they have attended the site visit. Bidders who do not attend the mandatory site visit or do not send a representative will not be given an alternative appointment and their bid will be declared non-responsive. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation. A maximium of two (2) representatives per company will be permitted to examine the site.
