NOTICE OF PROPOSED PROCUREMENT
Paper Materials Collection and Recycling - Leased sites

Requirement 
Public Works and Government Services Canada (PWGSC) is soliciting proposals from Bidders for the provision of services including thecollection and transportation of accepted paper materials for proc
essing and recycling at a licensed recycling facility or transfer station approved for operation by the provincial and/or municipal authority having jurisdiction.  The work is to be performed in accordance with the Statement of Work attached at Annex “A”.
a) Provide timely and reliable recycling collection services to Federal Depart
me
nts, Agencies and Crown operations, as directed by ES; (leased sites)
b) Provide for clear and definite adherenceto all applicable environmental and occupational health and safety legislations and all contractual requirements including the terms of reference outlined in this Statement of Work (SOW); 
c) Guarantee that all materials collected are recycled at theirend destination.
This requirement is for Environmental Services (ES) with Real Property Branch of Public Works and Government Services Canada (PWGSC) covering buildings located in the National Capital Area within Ontario and Quebec, Canada.

Period of Contract
The period of the contract shall be for a period of nine (9) months.
Security Requirements
The following security requirement (SRCL and related clauses) applies and form part of the Contract.

1. The Contractor must, at all times during the performance of the Contract, hold a valid Designated Organization Screening (DOS), issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government S

ervices Canada (PWGSC).

2. The Contractor personnel requiring access tosensitive work site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by CISD/PWGSC.

3. Subcontracts, which contain security requirements, are NOT to be awarded without the prior written permission of CISD / PWGSC.

4. The Contractor must comply with the provisions of the:

a) Security Requirements Check List and Security Guide (if applicable), 

attached at Annex F;
b) Industrial Security Manual (Latest Edition).



Basis of selection
A bid must comply with the requirements of the bid solicitation and 
meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.
