    REQUIREMENT: 
    
    The Canadian Coast Guard (CCG), Department of Fisheries and Oceans, has a requirement for blast cleaning and high performance coating application on approximately 100 steel navigation buoys annually from Coast Guard facilities in both Dartmouth, Nova Scotia and Charlottetown, Prince Edward Island.  These buoys vary in size from 0.6m to 2.9m dia. 
    
    Each buoy will require that the cleaning and coating process be carried out once in a 5 year period.
    
    PHASED BID COMPLIANCE PROCESS:
    The Phased Bid Compliance Process applies to this requirement.
    
    PERIOD OF STANDING OFFER: 
    
    The period for making call-ups against the Standing Offer is from date of contract award to two years from date of contract award.
    
    EXTENSION OF STANDING OFFER:
    If the Standing Offer is authorized for use beyond the initial period, the Offeror offers to extend its offer for up to three (3) additional one (1) year period(s) under the same conditions and at the rates or prices specified in the Standing Offer, or at the rates or prices calculated in accordance with the formula specified in the Standing Offer.
    
    TRADE AGREEMENTS: 
    
    The requirement is subject to the provisions of the North American Free Trade Agreement (NAFTA) and the Canadian Free Trade Agreement (CFTA).
    
    EPOST CONNECT SERVICE: This bid solicitation allows bidders to use the epost Connect service provided by Canada Post Corporation to transmit their bid electronically. Bidders must refer to Part 2 entitled Bidder Instructions, and Part 3 entitled Bid Preparation Instructions, of the bid solicitation, for further information.
    
    DEBRIEFINGS: Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days from receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.
