    1. Advance Contract Award Notice (ACAN): 
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 
    
    2. Definition of the requirement: 
    The Departmentof National Defence has a requirement for Accommodations and Meals, for Canadian Forces (CF) Tattoo personnel participating in the Royal Nova Scotia International Tattoo the summer of 2016, from June 30th, 2016 to July 7th, 2016.  Rehearsals normally begin on or about 20 June, however, some personnel are required prior to that time; therefore, rooms should be available from 13 June. Departure is normally the day following the final performance. The estimated maximum number of guest nights per year would be 4600 (200 guests x 23 nights) and the estimated minimum number of guest nights per year would be 2300 (100 guests x 23 nights).
    
    3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) 
    Any interested suppliermust demonstrate by way of a statement of capabilities that its product meets the following requirements: 
    
    The supplier:
    a)  Must be located within a 5 kilometer radius of the Halifax Metro Centre, and in as few locations as possible;
    b)  Will provide Rooms which can be either single or double occupancy, each having a single bed or beds, a desk, a desk chair, curtains, a closet and lamp(s).  Double occupancy rooms shall have two (2) beds and must be of sufficient size to comfortably accommodate two (2) guests;
    c)  Must provide an acceptable source of physical fitness facilities, in close proximity to the accommodations, which shall be available to all CF Tattoo residents (i.e., safe running area, exercise area and equipment, swimming pool, etc.);
    d)  Will be responsible for the daily cleaning of all public washroom facilities, lounges and common areas;
    e)  Must supply at least one appropriately sized rehearsal room (minimum 1200 square feet) available for bands to practice.  The room should be either sound proof or located away from any area requiring quiet.  The room need not be in an accommodation building but must be close;
    f)  Must provide Common lounge(s), each equipped with cable television and chairs/sofas, for CF Tattoo residents.  The number of lounges must be sufficient to accommodate all CF Tattoo residents.  The allocation of lounges needs to take into consideration the age differences between various CF Tattoo groups, i.e., adult versus cadet groups.  There must be at least one lounge to accommodate a minimum of 50 cadets;
    g)  Must provide a designated area for CF Tattoo buses to drop off and pick up CF Tattoo residents.  The area must be in accordance with HRM traffic laws and it must be readily accessible to the accommodations;
    h)  Must provide parking to CF Tattoo residents and will be billed to the individual owners;
    i)  Along with the Accommodations, supplier must provide Food Services to all cadets - (daily Breakfast (access to Lunch and Dinner meals to CF Tattoo residents is desirable) at predetermined set times (list of specific dietary requirements will be provided). The dining area designated for CF Tattoo residents shall be near the CF Tattoo accommodation area.  
    
    4. Applicability of the trade agreement(s) to the procurement: 
    This procurement is subject to the following trade agreement(s) 
    o Agreement on Internal Trade (AIT)
    o World Trade Organization - Agreement on Government Procurement (WTO-AGP)
    o North American Free Trade Agreement (NAFTA)
    
    5. Justification for the Pre-Identified Supplier: 
    The supplier selected in advance and identified in section 10, Dalhousie University - Conference Services & Summer Accommodations, is to our knowledge the only supplier meeting all the specifications required in the section 3.  
    
    The Supplier is capable of providing all requirements listed under section 3, within the required 5-kilometer radius from the Metro Centre.
    
    6. Government Contracts Regulations Exception(s): 
    The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - only one person is capable of performing the work.

    From as early as June 13th to July 7th, 2016, with an option to extend for two additional years(currently unfunded) - summer 2017 and 2018.
    
    9. Cost estimate of the proposed contract. 
    The estimated value for this notice is in the following cost category: 
    $200,000.00 (applicable taxes included).

The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
