    COMPRESSED NATURAL GAS (CNG) FOR 14 WING GREENWOOD
    
    Public Services and Procurement Canada on behalf of the Department of National Defence in Greenwood, Nova Scotia, has a requirement for the following:
    
    REQUIREMENT
    Natural gas supply is a requirement for the Central Heating Plant (Building B216) at 14 Wing Greenwood, Nova Scotia. A Compressed Gas Management Services Provider (CGMSP) is required for the supply and delivery of natural gas for the successful conversion to Central Heating Plant (CHP). The contract will cover all aspects of product, delivery and equipment charges.
    
    The objective is to secure a supply agreement that will provide a safe, secure, reliable source of Compressed Natural Gas (CNG) for 14 Wing Greenwood from a CGMSP. The source of the natural gas will be from the mainline transmission pipeline built to transport natural gas from developments to markets in Atlantic Canada and the northeastern United States. This pipe line is referenced as the Maritimes and Northeast Pipeline (M&NP).
    
    The Proponent (CGMSP) will be responsible for the supply and delivery of CNG and will be required to construct, own and operate the Daughter Station at the delivery site along with owning and operating delivery trailers dedicated to sustaining adequate supply and the project specific minimal on-site storage requirements at all times. 
    
    PERIOD OF WORK
    The period of the Contract is from date of Contract to TBA inclusive.  (10 years) (Anticipated to be 15 January 2020 - 14 January 2030).  The Contractor grants to Canada the irrevocable option to extend the term of the Contract by up to one (1) additional five (5) year period(s) under the same conditions. 
    
    OPTIONAL SITE VISIT 
    It is recommended that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held at CFB Greenwood, 658 Ad Astra Way, Greenwood, Nova Scotia, B0P 1N0 on Tuesday, 10 December 2019. The site visit will begin at 11:00 am AST, in Hanger 5.
    Bidders are requested to communicate with the Contracting Authority no later than Thursday, 5 December 2019 at 2:00 pm AST to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders may be requested to sign an attendance sheet. Bidders who do not attend or do not send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.

    The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), and the Canadian Free Trade Agreement (CFTA).
    
    The Federal Contractors Program (FCP) for employment equity applies to this procurement; refer to Part 5 - Certifications and Additional Information, Part 7 - Resulting Contract Clauses and the annex titled Federal Contractors Program for Employment Equity - Certification.
